SUBJECT: FCM and UBCM Membership Fees: 1998-1999
CONSIDERATION
THAT grants to the following organizations for the 1998-1999 membership fees be approved, the source of funds being the 1998 Operating Budget:
(a) Federation of Canadian Municipalities $49,344.77
(b) Union of British Columbia Municipalities $34,575.72
CITY MANAGER'S COMMENTS
The City Manager submits the foregoing for CONSIDERATION.
COUNCIL POLICY
Section 206 (i) of the Vancouver Charter provides that Council may, by resolution passed by not less than two-thirds of all its members, provide for the making of money grants to any association comprised of municipalities to which the Council deems it is in the interest of the City to belong, or assist.
BACKGROUND/ DISCUSSION
The FCM and UBCM have invoiced the City for their 1998-1999 membership fees, which are now due.
(a) FEDERATION OF CANADIAN MUNICIPALITIES
1998-1999 Membership Fee - $49,344.77
This represents an increase of $4,047.75 (8.9%) over the previous year, resulting from an increase in the population estimate (514,008) upon which the membership fees are calculated. The membership fee has not increased in the previous four (4) years.
(b) UNION OF BRITISH COLUMBIA MUNICIPALITIES
1998 Membership Fee - $34,575.72
This represents an increase of $705.41 (2.1%) over the previous year, resulting from the estimated population growth of the City. The actual per capita fees have not been increased.
UBCM dues are calculated using the population estimates (for grant purposes) of BC STATS, a division of the Ministry of Finance and Corporate Relations. The 1998 population estimate is 537,294 (as compared to 522,605 in 1997).
The fees paid over the last few years, compared with this year, are as follows:
1993 $28,709.52
1994 $28,977.66
1995 $31,297.18
1996 $33,272.28
1997 $33,870.31.
1998 $34,575.72
No GST applies to these membership fees.
