JANUARY 6, 1998

A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, January 6, 1998, at approximately 10:25 a.m., in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on Transportation and Traffic meeting, to consider the recommendations of the Committee.

ENQUIRIES AND OTHER MATTERS

1. Richmond Rapid Bus File: 5559

Councillor Herbert made reference to Richmond Rapid Bus. He advised a full report is expected to be before Council in March, and highlighted the need for a public participation process, as opposed to a public information process. It was further noted BC Transit's support for Granville Street as the Rapid Bus corridor is based on previous thinking.

A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, January 6, 1998, at approximately 9:30 a.m. in Committee Room No. 1, Third Floor, City Hall.

RECOMMENDATION

1. Kitsilano (RM-4 Area) Resident Parking Program File: 5652

The Committee had before it an Administrative Report dated December 22, 1997 (on file), in which the General Manager of Engineering Services recommends a resident parking program in Kitsilano (RM-4 Area) to reduce all day parking by employees, improve parking opportunities for residents, and provide some added parking to relieve strain on the community.

Bob Macdonald, Parking Engineer, reviewed the main points of the report with the Committee and noted staff would continue to work with the community and make adjustments as needed.

During discussion the following points were raised:

-A number of different parking restrictions, within one block, are commonly used throughout Vancouver to address issues specific to each area

-Parking Permit Fees were approved by Council early last year

-Adequate off-street parking in the area is available in newer apartment buildings, Caper's Parkade and the 5th Avenue Cinemas

-No limit is set on number of parking permits allowed per household; however, each car must display its own decal

-Permit Parking will allow for more effective enforcement

-Due to the summer's labour disruption, construction of the Burrard/Cornwall left turn bay will commence with this year's construction season

-Currently only two back lanes are recommended for parking restrictions, however this could be expanded

-Mid-block parking will be tested and reviewed with the community prior to consideration of expansion throughout the area

-Notification of parking changes will be done through active talks with the business community, hand delivery of information to the broader community, and through the City's communications division

-Only a limited number of parking meters are recommended at this time, any further installation would be discussed with the business community

Theresa Thompson, Cypress Area Residents Group:

-relayed the Group's support for the public process

-advised expanded mid-block parking in Quadrant 1 would provide an excellent, inexpensive strategy for traffic calming

-stressed the need to disallow parking in lanes

-noted sufficient time was needed by both residents and commuters to adjust to the new parking regulations

Michael Geary

-congratulated City staff on the project's success and noted the importance of being a participant in the process

The following motion by Councillor Chiavario was put and carried. The Committee, therefore,

RECOMMENDED

A. THAT Council approve a resident parking program in the Kitsilano RM-4 area as detailed in the Administrative Report dated December 22, 1997, and illustrated in Appendix A, and authorize the General Manager of Engineering Services to continue monitoring the program and make necessary adjustments after discussions with local residents.

B. THAT the estimated cost of $40,000 to install signing and the estimated $20,000 annually for ongoing costs be funded from annual permit revenues estimated to be $40,000, and the balance ($20,000) from contingency reserve in 1998.

C.THAT staff continue to work with Kitsilano business groups to explore options to further improve parking accessibility for the area.
