SUBJECT: Renaming 1900 Block of Victoria Diversion to 3600 Block of Victoria Drive

RECOMMENDATION

A.THAT The 1900 Block of Victoria Diversion be renamed and renumbered as the 3600 Block of Victoria Drive,

B.THAT Lot 3, 1898 Victoria Diversion, be renumbered as part of the 3600 Block of Victoria Drive upon redevelopment of the site, or sooner, if the owner so desires, and

CTHAT the Director of Legal Services be instructed to bring forward the appropriate amendments to the Street Name By-Law.

COUNCIL POLICY

Council uses the Street Name By-Law, No. 4954, to name and regulate public roads in the City of Vancouver. The Street Naming Committee, a staff team, is chaired by the City Clerk, and comprised of the City Surveyor, representatives of the Planning, Legal Services, Permits & Licenses, and Fire & Rescue Services Departments. The Committee is responsible for the management of a consistent, integrated and duplication-free street name system.

PURPOSE

This report seeks Council approval for renaming and renumbering the 1900-block of Victoria Diversion to the 3600-block of Victoria Drive.

DISCUSSION

Three properties on what is formally the 1900-block of the Victoria Diversion are addressed as being on the 3600-block of Victoria Drive.

Victoria Diversion has been formally regarded as an east/west street connecting the unaligned portions of the north/south-running Victoria Drive. The block numbers along Victoria Diversion are consistent with those of the east/west-running streets adjacent to it. However, the 1900-block of Victoria Diversion which runs between the northern and southern portions of Victoria Drive has long been perceived at street level as being a part of Victoria Drive and numbered by residents and property owners as an extension of the north-south Victoria Drive rather than the east-west Victoria Diversion.

The Street Naming Committee has reviewed the site, considered the long-accepted addresses and determined that, at street level, the 1900-block of Victoria Diversion does appear to be the curving 3600-block of Victoria Drive rather than a separate street. The Committee believes it appropriate to change the formal designation of the 1900-block of Victoria Diversion to conform to the common understanding that it is the 3600-block of Victoria Drive.
