ADMINISTRATIVE REPORT Dated: July 14, 1997 CC File: 2051 TO: Vancouver City Council FROM: Director, Office of Cultural Affairs SUBJECT: 1997 Cultural Grants: Organizational Development Requests RECOMMENDATION THAT Council approve the following three grants, totalling $2,250, towards arts administration training costs, source of funds to be the Organizational Development component of the 1997 Cultural Grants budget: (1) Rumble Theatre Productions $750 (2) Theatre la Seizieme $750 (3) Workshops in the Performing Arts $750. Approval of the foregoing will leave an unallocated balance of $27,750 in the Organizational Development component of the 1997 Cultural grants budget. GENERAL MANAGER'S COMMENTS The General Manager of Community Services RECOMMENDS approval of the foregoing. COUNCIL POLICY On March 13, 1997, City Council approved the allocation of $30,000 in the 1997 Cultural Grants budget for Organizational Development grants. Approval of grant recommendations requires eight affirmative votes. PURPOSE This report makes recommendations on three requests for grants from the Organizational Development component of the 1997 Cultural Grants budget. BACKGROUND Organizational Development Grants Organizational Development is one of two funds in the Incentive Grants category (the other being Cross-Cultural Initiatives). Organizational Development funds are intended to help non-profit arts organizations upgrade staff skills by assisting with arts administration training costs, as well as by addressing specific operational and long-range planning issues. There is currently a balance of $30,000 in the Organizational Development component of the Cultural Grants budget, including $15,000 for the Partners in Organizational Development grant program, which will be reported on in Fall 1997. Approval of the grants recommended in this report will leave an unallocated balance of $28,500 in Organizational Development. DISCUSSION Rumble Theatre Productions, Theatre la Seizieme and Workshops in the Performing Arts have each asked for assistance with the costs of sending staff members to the Banff Centre's "Management Development for the Arts" program this August. The program covers long-term planning and implementation, resource management and development, budgeting, financial management, and other skills relevant to managers and professionals in arts organizations. The total cost of to each applicant attending the program is approximately $4,500, with tuition amounting to $2,770. A grant of $750 is recommended for each organization. * * * * *
