RECOMMENDATION
That the Vancouver Liquor Licensing Commission inform the General
Manager of the Liquor Control and Licensing Branch that the City
has no objection to the installation of two large film/television
screens and numerous computer terminals at the Restaurant-Class 2
at 390 West Hastings Street.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services RECOMMENDS approval of
the foregoing.
COUNCIL POLICY
On July 25, 1996, the Vancouver Liquor Licensing Commission endorsed the
request by Cybernet Enterprises Inc. for a Restaurant-Class 2 at 390
West Hastings Street.
PURPOSE
Cybernet Enterprises Inc., is requesting a City Council resolution
endorsing its application to the Liquor Control and Licensing
Branch(LCLB) for two large film/television screens and numerous computer
terminals at the Vancouver Film School's Multimedia and Computer
Animation Campus at 390 West Hastings Street.
BACKGROUND
The Vancouver Film School's Multimedia and Computer Animation Campus
currently operates at 390 West Hastings Street and has developed a
Multimedia Education Department. This is an internationally known
facility which provides development and training in computer technology
related to the film industry and other media.
The Web Cafe is part of the Film School campus, and it provides a social
gathering place for students of the school and the general public. It
has been designed to provide a venue for multimedia students to learn,
practice and showcase their skills in the area of acting, multimedia,
dancing and Internet performances.
The hours of operation are from 11:00 a.m. to 12 midnight, seven days a
week and the cafe provides a variety of food services.
This cafe currently has approval as a Restaurant - Class 2 with an
entertainment endorsement. Under the current LCLB policy, large
film/television screens and computer terminals are not permitted.
Therefore, the operators are not able to fully utilize the facility as
an interactive computer facility.
Cybernet Enterprises Inc. has applied to the LCLB for permission to have
the computers and big screens located within the cafe, and is requesting
a Council resolution stating that the City has no objection to this
proposal.
CONCLUSION
This application and the Web Cafe are supported by staff as an
innovative part of the Film School. The restaurant will continue to
close at 12 midnight, and it is not anticipated that this change will
create any neighbourhood issues.
