                        SPECIAL COUNCIL MEETING MINUTES

                                 JULY 22, 1997


        A Special Meeting of the Council of the City of Vancouver was held
   on Tuesday,  July 22, 1997, at 2:05 p.m., in the Council Chamber, Third
   Floor, City Hall, for the purpose of holding a Public Hearing to
   consider proposed amendments to the Heritage By-law.

   COMMITTEE OF THE WHOLE

   MOVED by Cllr. Bellamy,
   SECONDED by Cllr. Clarke,
        THAT this Council resolve itself into Committee of the Whole, Mayor
   Owen in the Chair, to consider proposed amendments to the Heritage
   By-law.

                                           - CARRIED UNANIMOUSLY


   1.   Heritage Designation: 2855 West 6th Avenue

        An application by Lynn Hainstock was considered as follows:

        The proposed development would:

        -    designate as protected building at 2855 West 6th Avenue,
             listed in the "B" evaluation category on the Vancouver
             Heritage Register;
        -    ensure the protection of the building from inappropriate
             alterations and demolition in the future; and
        -    be in exchange for a relaxation of parking requirements for
             Bed and Breakfast use from two spaces required to none
             provided.

        The Director of Community Planning on behalf of the Director of
   Land Use and Development recommended approval of the application.

        Staff offered no additional comments regarding this application.

        The applicant offered no comments regarding this application.

   Summary of Correspondence

        There was no correspondence received on this application.

   Speakers

        Kathryne Holm, 3500 Block Prince Albert Street, opposed the
   application on the basis that the parking relaxation in exchange for
   heritage designation is setting a dangerous precedent and should not be
   permitted.  The report links the bed and breakfast use with heritage
   preservation, and these matters are unrelated and should be considered
   separately. 


   MOVED by Cllr. Kennedy,

        A.   THAT the building located at 2855 West 6th Avenue, listed on
             the Vancouver Heritage Register in the 'B' evaluation
             category, be designated as a Protected Heritage Property; and

        B.   THAT the Director of Legal Services bring forward for
             enactment an amendment to the Heritage By-law.

        THAT the Committee of the Whole rise and report.

   MOVED by Cllr. Bellamy,
   SECONDED BY Cllr.  Kennedy,
        THAT the report of the Committee of the Whole be adopted, and the
   Director of Legal Services be instructed to prepare and bring forward
   the necessary by-law amendments.
