SUBJECT: Amendment to Stadium Parking
RECOMMENDATION
THAT the request by Concord Pacific to reallocate the locations of
built and paid-in-lieu stadium parking stalls be approved.
COUNCIL POLICY
The False Creek North Official Development Plan established that Concord
Pacific Developments Ltd. (Concord Pacific) provide 1,800 parking spaces
designated for the B.C. Place Stadium.
A letter of agreement signed April 3, 1990 established the allocation of
parking spaces within eight sites as per Table 1 and Appendix 1, and the
equivalent cash value to be paid-in-lieu of the commitment to provide
1,000 of these parking spaces.
PURPOSE
This report seeks Council's approval to revise the Stadium Parking
Agreement to reallocate the locations of built and pay-in-lieu parking
obligations within the originally designated area.
BACKGROUND
The False Creek North Official Development Plan contained the
requirement that Concord Pacific Developments Ltd. provide 1,800 parking
spaces designated for the B.C. Place Stadium. City Council further
agreed to reduce the number of required parking spaces from 1,800 to
800, and to require from Concord Pacific, in lieu of the commitment to
provide the remaining 1,000 parking spaces, an equivalent cash payment,
to be applied to integrated pedestrian/ bicycle/transit networks
(GreenLinks) to the downtown area. This cash payment was agreed to be
$8,000 indexed as set out in the letter agreement dated April 3, 1990.
The April 3, 1990 letter agreement also tied the parking obligations to
the enactment of the zoning by-laws for each sub-area. On June 10,
1997, Concord Pacific submitted a request to reallocate some of the
parking stalls between sites, but within the originally determined area.
DISCUSSION
The 800 built parking spaces and 1000 paid-in-lieu spaces identified in
the 1990 agreement were distributed over eight sites. These eight sites
surround BC Place Stadium and are bounded by Beatty Street, Pacific
Boulevard South, Nelson Street, Pender Street and Quebec Street, as
shown in Appendix 1. The original distribution of the parking
requirements for the eight sites, and the proposed reallocations, is
listed in Table 1. This distribution of parking was agreed to prior to
the decision to build GM Place.
The total number of stalls does not change for six of the sites.
Overall, this reallocation does not change the total number of built or
paid-in-lieu parking spaces.
The proposed reallocation is to:
reduce the number of built spaces in site 3 from 150 to 50;
increase the number of paid-in-lieu spaces in site 3 from 200 to
250;
increase the number of built spaces in site 7 from 0 to 150;
reduce the number of paid-in-lieu spaces in site 7 from 100 to 0;
reduce the number of built spaces in site 8 from 50 to 0; and
increase the number of paid-in-lieu spaces in site 8 from 50 to
100.

These changes result in a shift in the parking spaces to be built from
the western residential end of the area (site 3) and the far-eastern end
of the area (site 8), to site 7 in the eastern-central section of the
area. This reallocation has the advantage of making the spaces more
applicable to both BC Place and GM Place.
Staff note that the parking obligations for GM Place (site 6) have been
fulfilled. Agreements are in place for parking obligations for
International Village (site 4), and to date 125 of the 350 permanent
public parking stalls have been provided.
CONCLUSION
Council has approved a requirement of 1,800 parking spaces, 800 built
and 1000 paid-in-lieu, to be provided by Concord Pacific within eight
sites surrounding BC Place Stadium. No changes are proposed to these
numbers. The proposed reallocation places the parking in a more
convenient overall location for BC Place and GM Place, and locates
parking further from the western residential areas.
