   SUBJECT:  Award of Tender No. 41-97-03, 
             Supply of Front Loader Packer Refuse Trucks


   RECOMMENDATION

        THAT Council accept: for Item 1, the bid which offers best value to
        the City from Kamloops Mack Trucks for three Mack model MR688S cab
        & chassis at a total cost of $317,031.81 ($104,950.97 each, plus
        $726.30 each for air conditioning); and for Item 2, the low bid
        from Universal Handling Equip Co. for three model UFL-8-38-HP/FE2
        front packers at a total cost of $170,208 ($56,736 each), plus the
        Provincial Sales Tax, the 7% Goods and Services tax (less any
        municipal rebate received) and the BC Environmental Levy, subject
        to contracts satisfactory to the Director of Legal Services.

   COUNCIL POLICY

   The policy of Council is to award contracts for the purchase of
   equipment, supplies and services that will give the highest values based
   on quality, service and price.

   Contracts with a value over $300,000 are referred to Council.


   DISCUSSION

   Tenders for the above were opened on March 24, 1997 and referred to the
   General Manager of Engineering Services and the Manager of Purchasing
   Services for report.  The Provincial Sales Tax, the 7% Goods and
   Services Tax (less any municipal rebate received) and the Provincial
   Environmental Levy are in addition to all pricing shown in this report
   and in the tabulation.  Funds of $600,000.00 are provided from the Truck
   Plant Account.

   This tender called for prices for up to five front loader packer trucks. 
   These trucks are used by the Sanitation Branch for commercial and
   apartment container pickup and disposal, 120-130 containers per day are
   emptied.  This tender consists of Item 1 for the supply of the truck
   chassis and Item 2 for the supply and installation of the refuse body. 
   Three units are required, these will be replacing three units which have
   reached the end of their economic lives.

   Item No. 1     26,000kg Truck Chassis

   Eight bids were received from six suppliers with prices including
   options ranging from $98,908.78 to $109,276.00 each.

   Bids 1 & 2 are for a Volvo model WX64.  This model truck is currently
   being used by the City and has several problems related to visibility
   and cab ergonomics.  The City uses a 'triangle' pickup system requiring
   sightlines almost to the front bumper to facilitate container pickup. 
   This is accomplished on this cab by mounting a mirror inside the cab at
   the top of the windscreen pointing back down to the front bumper.  This
   is an awkward procedure made worse by having to deal with an inverted
   image and rain splattered windshields.  As well, space for the driver
   and the passenger is limited to the extent that a proper seat cannot be
   installed on the passenger side.  This cab is not suitable for this
   application and is not recommended.  

   Bid No. 3 at $104,156.00 is for a Peterbilt model 320.  This truck is
   also currently being used by the City, and its sightlines are such that
   it also requires the use of an interior mirror.  This bid is not
   recommended for the same vision problems as discussed above.

   Bid No. 4 at $105,677.27 for a Mack model MR688S meets specifications
   and is acceptable.  For this operation, the Mack is the best cab
   providing excellent visibility and sufficient cab space.

   Accordingly, this bid is recommended as the bid offering best value to
   the City.

   Item no. 2     Front Loader Refuse Body

   Four bids were received from four suppliers with the base prices ranging
   from $56,736.00 to $86,727.00.

   Bid No. 1 from Universal Handling Equipment meets specifications and is
   acceptable.
