     SUBJECT:         Commodore Cabaret - 870 Granville Street


     On March 14, 1996, the Vancouver Liquor Licensing Commission resolved the following:

              "THAT the Vancouver Liquor Licensing Commission advise the Liquor Control and Licensing Branch that it supports
              the continuation of the existing Class 'C' Cabaret and Class 'B' Restaurant operation at 870 Granville Street
              with the existing or replacement liquor licenses."

     This endorsement was based on a staff report that outlined the importance of the Commodore Cabaret as a focal point in
     the entertainment district of Granville Street and the retention of a heritage building.


     Subsequent to this resolution staff negotiated with the building owners to establish an operating agreement that would
     help to ensure the retention of this facility in a format similar to the past style of operation.  Concerns were raised
     around the possibility of this cabaret being split into a number of smaller facilities and the potential loss of a major
     live entertainment venue.

     The building owner has now signed an agreement specifically dealing with these issues (copy attached), which includes an
     undertaking from any potential lessees that they meet with the Vancouver Liquor Licensing Commission to discuss the
     operation of the cabaret and how this establishment might contribute to the success of the entertainment district.

     Mr. Paul Vickers is currently negotiating a lease agreement with the building owners, and will appear before the
     Commission to outline his plans for this facility and answer any questions from Commission members.
