SUBJECT: Shannon Station Beautification Petition - First and Second
Step Report
RECOMMENDATION
A. THAT Council approve the streetscape design for the 1800 block
of West 57th Avenue, as described in this report.
B. THAT the Shannon Station Petition Project be brought before a
Court of Revision on June 17th, 1997.
C. THAT the City's share of the project, $51,000, be funded from
Account No. 12/31/6904/999 - Beautification and Street Trees.
D. THAT if the petition project is approved, the Director of
Legal Services prepare the necessary by-law.
COUNCIL POLICY
Policies governing the Local Improvement process are set out in the
Vancouver Charter and Local Improvements Procedure by-law.
PURPOSE
The purpose of this report is to begin the formal Local Improvement
process for the beautification petition for the 1800 block of West 57th
Avenue. This report describes the proposed beautification design,
recommends advancing the petition to the Court of Revision on June 17th,
1997 at 7:30 p.m., and reports on the financial arrangements for the
project. Approval of this report does not commit Council to undertake
the project.
Proposed Design
The shopping strip development at 1836 - 1896 West 57 Avenue, to be
called Shannon Station, has provided local shopping, pharmaceutical
services and banking facilities for the surrounding neighbourhood for
the past 50 years. The existing streetscape has standard cobra-head
street lighting, a wide concrete sidewalk which has subsided and cracked
substantially, and no street trees.
A development permit application to renovate the existing commercial
facade at grade, add a canopy (under encroachment agreement) and add 20
residential units above the shops is being reviewed by staff.
The property owner has also petitioned the City to beautify the existing
streetscape. The proposed design(see Appendix A) has been developed
jointly by staff and the property owner. It includes a patterned,
exposed aggregate and broom-finished concrete walk, street trees,
decorative tree grates, benches, bike racks, planter boxes and
decorative lighting.
The decorative lighting includes new lights on both sides of 57th
Avenue, as well as a cobra-head light relocation. The south side of the
street will have four new post-top luminaires with decorative
pedestrian-level "acorn" lighting. The north side of 57th Avenue will
have three cobra-head lights (one to be relocated from the south side;
the other two exist already - to maintain adequate roadway lighting)
with new acorn pedestrian-level lighting attached to them, as well as
one new post-top luminaire with acorn lighting attached. The northern
lighting additions are adjacent to St. Faith's Anglican Church, which
supports the proposed improvements (see attached letter in Appendix B).
The total estimated cost of these improvements is $153,000, as follows:
Concrete Walk $ 40,000
Trees & Tree Grates/Seats 12,000
Street Furniture 3,000
Planter Boxes with Benches 20,000
Lighting 78,000
Total Project Cost $153,000
It is recommended that the City share one third of this cost, as is
common in commercial beautification projects. The public benefit from
this beautification includes a renewed sidewalk (as a stand-alone
project, this would be funded 50% by the City), new street trees and
improved pedestrian lighting. By paying one third of the total budget,
the City s cost is estimated to be $51,000.
First Step
As required by the Local Improvement Procedure By-law, the Shannon
Station beautification project for Court #581 is advanced to Council by
Petition for review at a Court of Revision which will be held at 7:30
p.m. Tuesday, June 17, 1997.
Capital Funds and Second Step
The total cost of the beautification is $153,000, and funds for the
City's $51,000 share of the project are available from existing
Engineering Department Basic Capital accounts set aside for
beautification.
The property owners' share, $102,000, plus interest, is repayable over
15 years.
The General Manager, Corporate Services reports that the necessary
financial arrangements can be made to carry out this work.
