   SUBJECT:  Award of Tender No.  57-97-07 - Supply and Delivery of
             Reinforced Concrete Pipe, Manhole Sections and Tops


   RECOMMENDATION

        THAT Council accept the sole bid from Ocean Construction Supplies
        Limited for the supply and delivery of reinforced concrete pipe,
        manhole sections and tops, as, if, and when required, for a
        12-month period from the date of the purchase order, at an annual
        estimated cost of $782,870 plus the 7% Goods and Services Tax (less
        any municipal rebate received) and the Provincial Sales Tax, where
        applicable, subject to a contract satisfactory to the Director of
        Legal Services.


   COUNCIL POLICY

   The policy of Council is to award contracts for the purchase of
   equipment, supplies and services that will give the highest value based
   on quality, service and price.

   Contracts with a value over $300,000 are referred to Council.


   DISCUSSION

   Tenders for the above were opened by the City Clerk on May 20, 1997 and
   referred to the General Manager of Engineering Services and the Manager
   of Purchasing Services for report.

   The 7% Goods and Services Tax (less any municipal rebate received) and
   the Provincial Sales Tax, where applicable, are in addition to all
   prices shown in this report and in the tabulation.

   Funds for all purchases, in the estimated amount of $782,870, are
   provided for in the Sewers Capital Budget.

   The tender calls for the supply and delivery of  reinforced concrete
   pipe, manhole sections and tops, as, if and when required for a twelve
   month period from the date of purchase order. 

   Both local concrete pipe manufacturing firms, and another  firm in
   Alberta, were sent tender documents.

   Ocean Construction Supplies Limited submitted the sole bid. Ocean's bid
   meets specifications and is recommended for acceptance.  Prices are
   considered reasonable as they have decreased from the City's last
   contract, which was also with Ocean.
