   SUBJECT:  Proposed Closure of portion of the south side of First Avenue
             between Victoria Drive and Semlin Drive


   RECOMMENDATION

        THAT all that portion of First Avenue shown within the bold outline
        on the plan attached as Appendix "A", (the southerly 10 feet of the
        north 17 feet of Lot 10), be closed stopped up and subdivided with
        the abutting lands subject to the following conditions:

        1)   The purchase price to be $23,000 plus applicable taxes, for
             the 330 square feet of closed road, in accordance with the
             recommendation of the Manager of Real Estate Services.

        2)   The closed road is to be consolidated with the abutting parcel
             to the satisfaction of the Director of Legal Services and the
             Approving Officer.

        3)   The abutting owner to be responsible for any necessary plans,
             documents and Land Title Office fees.

        4)   Any agreements are to be to the satisfaction of the Director
             of Legal Services.

        5)   No legal right or obligation shall be created and none shall
             arise hereafter, until the documents are executed. 


   COUNCIL POLICY

   The authority for closing and disposing of streets and lanes is set out
   in the Vancouver Charter.
   PURPOSE

   The purpose of this report is to seek Council authority to close and
   stop-up and sell a portion of First Avenue between Victoria Drive and
   Semlin Drive


   DISCUSSION

   A request has been received from the owners of Lot 10, except the North
   17 feet now road, of Lot "A", Block 143, District Lot 264A, Plans 377
   and 1771, (1968 East 1st Avenue) to purchase portion of the 17 foot road
   widening which was taken from Lot 10 many years ago and which is now in
   excess of what is required.  Present planning calls for an ultimate
   width of 80 feet for this portion of First Avenue which requires 7 feet
   on each side of the original 66 feet.  Therefore the south 10 feet of
   the 17 feet taken for road widening can be sold to the abutting owner.


   CONCLUSION

   The south 10 feet of the 17 feet originally taken from Lot 10 for the
   widening of First Avenue is no longer required.  Subject to the
   conditions set out in this report it is recommended that this portion of
   road be sold to the abutting owner.
