SUBJECT: AWARD OF TENDER NO. 29-97-03 - SUPPLY OF TRAFFIC SIGNAL AND
STREET LIGHTING POLES
RECOMMENDATION
THAT Council accept the following bids for the supply of traffic
signal and street lighting poles as, if and when required for a
12-month period from the date of the purchase order:

the municipal rebate) and the Provincial Sales Tax, subject to a
contract satisfactory to the Director of Legal Services.
COUNCIL POLICY
The policy of Council is to award contracts for the purchase of
equipment, supplies and services that will give the highest value based
on quality, service and price.
Contracts with a value over $300,000 are referred to Council for award.
DISCUSSION
Tenders for the above were opened by the City Clerk on April 14, 1997,
and referred to the General Manager of Engineering Services and the
Manager of Purchasing Services for report.
The 7% Goods and Services Tax (less the anticipated receipt of the
municipal rebate) and the Provincial Sales Tax are in addition to the
prices shown in this report.
Funds are available from the Electrical Operations Capital and Operating
budgets.
The tender called for the supply of twenty-one items of traffic signal
and street lighting poles and their related accessories. Firm quantities
are provided in the tender. However, additional quantities may be
ordered as, if and when required for a 12-month period from the date of
the purchase order.
Two firms submitted a total of four bids.
The acceptance of the low bid is recommended for each item, or in some
cases, combination of items to ensure compatibility of accessories to
the poles and the matching of paint colours. Although both firms use
similar designs and the same paint, manufacturing differences may occur.
These differences could affect compatibility between the poles and their
accessories or result in mismatched paint colours for the same
installation.
