REPORT TO COUNCIL VANCOUVER LIQUOR LICENSING COMMISSION May 15, 1997 A regular meeting of the Vancouver Liquor Licensing Commission was held on Thursday, May 15, 1997, at 12:15 p.m. in Committee Room No. 1, third floor, City Hall. Wylson ADOPTION OF MINUTES The minutes of the Vancouver Liquor Licensing Commission meeting of April 10, 1997 were adopted as circulated. RECOMMENDATIONS 1. 1066 West Hastings Street, 532876 B.C. Ltd. Restaurant - Class 2 File No. 2612-2 The Commission had before it an Administrative Report dated April 22, 1997 (on file), in which the Chief License Inspector advised of a request from 532876 B.C. Ltd., doing business as 1066 Restaurant, for a City Council resolution endorsing its application for a Restaurant - Class 2 at 1066 West Hastings Street (on file). Mr. Paul Teichroeb, Chief License Inspector, reviewed the details of the application noting the composition of the surrounding neighbourhood and the requirement for a development permit. The applicant s request for a Class 2 license is to allow for an interactive dinner theatre. Different from the Class 1 license, the Class 2 license allows for up to three or more entertainers, amplified entertainment and a dance floor. Mr. Cameron Greaves, General Manager, 1066 Restaurant, advised the restaurant will feature one play each evening which will run 5 nights/week in summer and 4 nights/week in winter. Although renovations are not required to accommodate the play, renovations are being made. The restaurant is adhering to the City s no-smoking by-law. Mr. Peter Grasso, Writer and Producer, 1066 Restaurant Play, noted the play is an interactive one involving audience participation in a premier party to celebrate the opening of a new movie. The play s entertainment includes singing and dancing. The following motion by Councillor Herbert was put and carried. Therefore, the Commission RECOMMENDED THAT the request by 532876 B.C. Ltd. for a Restaurant - Class 2 at 1066 West Hastings Street, having considered the support of residents and business operators of the community as determined by neighbourhood notification, be endorsed. - CARRIED UNANIMOUSLY 2. Municipal Approval of Liquor Licenses File No. 2610-1 The Commission had before it a memorandum dated September 10, 1987, from the Liquor Control and Licensing Branch (LCLB) regarding Municipal Approval - Section 10(2)(b)(i) , (on file) providing details regarding LCLB pre-clearance approval procedures. Mr. Paul Teichroeb, Chief License Inspector, advised pre-clearance approval refers to approval for the proposed site. Pre-clearance approval usually applies only to Class D licenses which involve distancing requirements. The General Manager, LCLB, has the power to relax the requirements as has been done several times in recent years. It is likely the policy itself will be further relaxed in future. The following motion by Councillor Herbert was put and carried. Therefore, the Commission RECOMMENDED THAT the memorandum dated September 10, 1987, from the Liquor Control and Licensing Branch (LCLB) regarding Municipal Approval - Section 10(2)(b)(i) , be received for information. - CARRIED UNANIMOUSLY 3. Licensed Establishments, Police Information Report File No. 2601-1 The Commission considered a memorandum dated May 8, 1997 from Inspector Dave Jones regarding "License Establishments, Police Information Report", (on file), providing a record of specific incidents and general information concerning a number of licensed establishments in a newly revised format. Inspector Dave Jones, District One, Vancouver Police Department, reviewed the new report format, noting each record now includes a cell for references to the NIST, VLLC or Show Cause. As well, the new format includes a cell for information concerning operating agreements. With respect to operating agreements, these are implemented in one of three ways, through a license hearing with the Chief License Inspector; the Commission; or Council. Agreements usually centre on types of entertainment, hours of operation, or security issues. Staff are proposing all new premises or transfer of existing licenses be required to enter into an operating agreement. In the ensuing discussion several recommendations were made to include additional information in the report, including the district an establishment is located in and whether it is a member of Bar Watch. Inspector Jones advised a broad map outlining the Districts and possibly the location of each establishment included in the report, will be prepared. It was agreed the information could be more easily accessed if the record were three hole punched in a binder with a tabs for each District. It was therefore requested the Clerk to the Commission collect reports from the members and prepare said binders. The following motion by Councillor Herbert was put and carried. Therefore, the Commission RECOMMENDED THAT the memorandum dated May 8, 1997 from Inspector Jones regarding "License Establishments, Police Information Report", and its attachment, be received for information. - CARRIED UNANIMOUSLY 4. Other Business (a) Calgary Trip The Chair briefed the Commission concerning a recently-attended meeting with Alderman and staff for the City of Calgary regarding Calgary's "Electric Avenue". Similarities between Calgary's "Electric Avenue" and Vancouver's "Granville Street Entertainment District", including unregulated vending, noise problems and crowds were noted. (b) Downtown South Liquor Licensing Policies Report A draft report concerning Downtown South liquor licensing policies is under review by the City Manger's Office. At this time there is no date available for its presentation to Council. In the interim staff will provide Council with an update. (c) Seattle and Lane Cleanliness (Pioneer Square) The Commission had before it a memorandum dated April 21, 1997 from J.W. McLewin, Sanitation Superintendent, City of Vancouver, regarding "Seattle and Lane Cleanliness (Pioneer Square)" (on file), providing information on Seattle's clean lanes program. A discussion ensued concerning Seattle's practice of lane closures as part of its lane cleanliness program. Further information was requested with respect to the purpose of the closures and how the location and hours of closures are determined. (d) Seattle's Pioneer Square Joint Cover Program Members commented on a recent trip to Seattle to observe its Pioneer Square. Cabarets in the area have succeeded in the initiation of a joint cover program by which patrons pay one cover charge to access any cabaret participating in the program. As such, patrons pay only once and have access to any number of clubs for the evening. Following a brief discussion members requested further information on the program, including the Seattle Police Department's comments on the Program and the arrangement for the distribution of cover charge revenues. The following motion by Councillor Herbert was put and carried. Therefore the Commission RECOMMENDED THAT the memorandum dated April 21, 1997 from J.W. McLewin, Sanitation Superintendent, City of Vancouver, regarding "Seattle and Lane Cleanliness (Pioneer Square)", be received for information. - CARRIED UNANIMOUSLY The meeting adjourned at 12:55 p.m. * * * * *
