          on Tuesday, May 27, 1997, commencing at approximately 2:00 p.m. in the
          Council Chamber, third floor, City Hall.

                                      REPORT REFERENCE


          1.   Vancouver Transportation Plan
               May 13, 1997                                           File: 5560-1

               In a Policy Report dated May 13, 1997, the Transportation Planning
          Team proposed a Transportation Plan for the City of Vancouver. Also
          before Council was an Administrative Report dated May 13, 1997 entitled
          Public Consultation Report on the Draft Transportation Plan, which was
          submitted for information.  A brief dated May 2, 1997 from the Vancouver
          Economic Development Commission was also before Council.

               Mr. Peter Judd, Transportation Planning Team advised that Vancouver
          already has in place the following attributes which are consistent with 
          the objectives of the Transportation Plan:

               -    A grid street system which is conducive to walking and
                    transit;
               -    Retail which is pedestrian friendly, made possible by
                    residential development in Vancouver which has retail and
                    services available;
               -    Full Buses and people waiting to get on buses. No advertising
                    is required to show the benefits for using buses;
               -    Vancouver s downtown has vibrant retail at street level, with
                    high residential density to support it.

               Mr. Judd stated the Transportation Plan being recommended to
          Council provides a transportation alternative with less reliance on the
          car.  It presents a vision to accommodate growth in travel demand in
          Vancouver through primarily transit improvements without increasing the
          overall capacity for vehicle movement.  Expanding bridges and highways
          to accommodate the car is impossible from a cost and livability
          standpoint, and this measure would still likely be unsuccessful in
          accommodating the increased traffic associated with population growth.

               The Transportation Plan contains the following attributes:

               -    A greater reliance on transit to destinations well served by
                    transit;
               -    More frequent service, and a greater variety of services;
               -    More customer focus on the street for transit, i.e. bigger bus
                    shelters, more amenities for transit users, bus bulges;
               -    A greater pedestrian focus in neighbourhoods by controlling
                    speed and volume of traffic and enabling easier pedestrian
                    movement and street crossings;
               -    Cycling will have more complete networks and clearly marked
                    bicycle routes;
               -    In terms of economic viability associated with goods movement,
                    the best way to move goods and vehicles associated with goods
                    movement is to provide alternatives for trips made by single-
                    occupancy vehicles.

          MOVED by Cllr. Price,
               THAT the recommendations of the Transportation Planning Team, as

         contained in the May 13, 1997 Administrative Report and quoted below, be
          approved:

               A.   THAT  Council adopt the Transportation Plan (Appendix B), as
                    amended, including the mode split targets which emphasise the
                    need for increased provision and use of transit; limiting
                    overall road capacity to the present level; maintaining an
                    efficient goods movement network; traffic calming in
                    neighbourhoods; and providing more comfortable biking and
                    walking environments.

               B.   THAT Council instruct the General Manager of Engineering
                    Services and the Director of City Plans to report back by
                    September on a joint Engineering/Planning implementation
                    program based on action items scheduled for completion "within
                    3 years", as outlined in Chapter 3 of the Transportation Plan
                    (Appendix B); and to include priorities, resources, and 
                    timing.

               C.   THAT Council instruct the General Manager of Engineering
                    Services and the Director of City Plans to monitor
                    implementation of the Transportation Plan and report to
                    Council, prior to the next Capital Plan budget preparation, on
                    initiatives to further the Transportation Plan.

               D.   THAT Council instruct staff to reference the Transportation
                    Plan policies when reporting on transportation initiatives and
                    the General Manager of Engineering Services and the Director
                    of City Plans to report back, as required, with suggested
                    amendments to the Transportation Plan to address new issues or
                    reflect new Council policies.

               FURTHER THAT  Item #4 of Page 30 of the Policy Report dated May 13,
          1997 be amended to clarify that the City supports three new LRT lines,
          including a Broadway-Lougheed-Coquitlam line.

          this challenging task in a short time period, crossing departmental

                                     UNFINISHED BUSINESS

          1.   CD-1 Text Amendment, 800-1100 Pacific Boulevard
               (Quayside Neighbourhood, Concord Pacific Place)
               Payment-in-Lieu for Non- Family Non-Market Housing
               May 6, 1997                                            File: 5307-1

               Council, at its meeting on May 13, 1997, deferred consideration of
          this Policy Report, to allow additional time to consider the
          implications of the report.

              Mr. Cameron Gray, Manager Housing Centre, provided background to
          the report, noting the Federal Government no longer provides funding for
          non-market housing and the Provincial Government has reduced its
          contribution.  These actions have impacted the 20% Non-market Housing
          Policy which was adopted by Council in 1988.  Given the funding
          reductions it is unlikely the Quayside non-market sites will receive
          funding this year.  This, coupled with the fact construction is
          scheduled to proceed for the sites on which the non-market housing was
          to be built, jeopardizes the City s ability to achieve this non-market
          housing.  A complicating factor is the non-market housing on one site
          would be located on top of a 2-storey commercial podium.  This makes it
          difficult to build the housing in the future.

               The application before Council would refer to Public Hearing an
          option in which Concord Pacific would be allowed to develop these sites
          originally I intended for non-market housing, as market housing, on the
          condition Concord Pacific provides the City with a payment-in-lieu.

               In response to a question from Council, Mr. Jonathan Barret,
          Development Planner, responded staff are endeavouring to meet Concord
          Pacific s development targets.

               A.   THAT Council instruct the Director of Land Use and Development
                    to make application to amend CD-1 By-law 7248 and the False
                    Creek North Official Development Plan, as set out in Appendix
                    A of the Policy Report dated May 6, 1997, to allow two non-
                    family non-market sites in Quayside Area 4 (Sites 4A1 and 4D2
                    as identified in the Quayside Neighbourhood Non-Market Housing
                    Agreement dated November 1, 1993) to be developed for market
                    housing;

                    FURTHER THAT this application be referred to Public Hearing,
                    together with the recommendation of the Manager of the Housing
                    Centre to approve, subject to conditions contained in Appendix
                    B of the Policy Report dated May 6, 1997; 

                    AND FURTHER THAT the Director of Legal Services prepare the
                    necessary by-law for consideration at Public Hearing.

               B.   THAT the Director of Land Use & Development be instructed to
                    process Development Applications as a priority for the non-
                    family non-market sites 4A1 and 4D2 in the Quayside
                    Neighbourhood for market development in advance of a public
                    hearing for the zoning amendments, with issuance of the
                    Development Permits subject to enactment following approval of
                    the rezoning at Public Hearing, and on condition that Concord
                    Pacific accept all risks and associated costs that the
                    rezoning may not be approved.

               THAT, should Council approve the rezoning application at Public
          Hearing, staff ensure that appropriate time lines are met in terms of
          enactment, e.g. issuance of development and building permits in order to

          2.   Urban Noise Task Force
               April 21, 1997                                           File: 3142

               A Special Council meeting was held on May 13, 1997 for the purpose
          of hearing delegations concerning the recommendations of the Urban Noise
          Task Force.  At the conclusion of the meeting, Council agreed that a
          final decision on this matter would be made under Unfinished Business at
          a Regular Council meeting.  

               The Administrative Report dated April 21, 1997 contained the
          following recommendations:

               A.   THAT Council receive the Urban Noise Task Force report  "City
                    Noise" and thank the Task Force members for their work in
                    producing the report;

               B.   THAT Council adopt those recommendations designated by staff
                    as being readily implementable and supportable; require
                    reports back from staff on those with resource implications,
                    or which require amendments, legal input or further
                    consultation with impacted segments; advocate for action by
                    other levels of government or external agencies where the
                    recommended action is outside of the City's mandate; and
                    refrain from endorsing those recommendations which staff have
                    indicated are unsupportable;

               C.   THAT Council endorse the approach proposed in this report to
                    establish sector-specific work teams, consisting of
                    appropriate City and Vancouver Health Board staff and at least
                    one member of the Task Force, to refine and prioritize those
                    recommendations approved by Council with detailed reports back
                    on implementation by October 31, 1997.

               B.   (i)  THAT Council approve those recommendations designated by

                    recommendations approved by Council with detailed reports back
                    on implementation by October 31, 1997, where possible.

               D.   THAT the Chief Constable report back on any problems
                    associated with the enforcement of motorcycle noise, including
                    specific recommendations on the measures needed to resolve
                    these problems, and the manner in which this can be achieved.

               In a memorandum dated May 14, 1997, George Puil, Chair, GVRD Board
          of Directors, requested the City appoint a representative to the GVRD
          Intergovernmental Advisory Committee, which is required by the Municipal
          Act to advise the GVRD Board on the development and implementation of
          the Livable Region Strategic Plan.

          two Komatsu D155AX-3 bulldozers at a total cost of $798,552 ($522,138
          each, plus $895 for one for blade rub blocks, less $38,051 for one to
          delete winch, less $3,712 for one to delete sweep arms, plus $4,082 for
          one for rear and side guarding, plus $1,689 each for two for lift
          cylinder guards, plus $2,684 for one for a 16 -0 wide dozer blade, less
          $100,000 for trade-in of one surplus bulldozer, less $115,000 for trade-

         in of a second surplus bulldozer), plus the Provincial Sales Tax, the 7%

               A.   THAT Council authorize $150,000 of funds to retain a
                    consultant to review and evaluate seismic and structural
                    upgrading of the Woodwards parkades. The consultant shall
                    prepare preliminary plans and estimates for the improvements
                    and staff will report back for approval of the design and
                    project budget.  Funds to be provided by the Parking Sites
                    Reserve.

               B.   THAT Council authorize $50,000 of funds to retain a consultant
                    to  prepare conceptual plans and estimates for retail and
                    commercial development in the Woodwards  parkades.  Staff will
                    report back for approval of the design and project budget. 
                    Funds for this work would be provided from the Parking Sites
                    Reserve.

          A.   THAT Engineering Services suspend the process of finding a site for
               the Dedicated Fire Protection System s Kitsilano Pump Station for
               two years to allow for conclusion of the Breach of Trust claim
               regarding the transfer of ownership of the former Kitsilano Indian
               Reserve which is currently before the courts.

          B.   THAT Engineering Services reprioritize the various components of
               the Dedicated Fire Protection System implementation to allow for

               In an Administrative Report dated May 15, 1997, the Director of
          Community Planning advised of a possible withholding of a development
          application received on May 5, 1997.  The General Manager of Community
          Services  recommended the following:

               A.   THAT in accordance with Council's instruction of April 22,
                    1997, to refer Dunbar RS-1 to Public Hearing, Council withhold
                    for 30 days in accordance with the provisions of Section
                    570(1) of the Vancouver Charter, the Combined Development and
                    Building Permit for the proposed development at 3521 West 40th
                    Avenue, expiring June 3, 1997, and for a further 60-day
                    period, expiring August 2, 1997, for a total of 90 days from
                    the date of submission, pursuant to Section 570(2) of the
                    Vancouver Charter.

               In the event that Council did not approve Recommendation A, the
          General Manager  submitted the following motion for consideration:

               B.   THAT Council instruct staff to process the Combined Building
                    and Development Application for the proposed development at

               Councillor Chiavario advised that on May 23, the first working
          group meeting of the Musqueam First Nations with the Provincial and
          Federal Governments was held.  At that meeting a document called the
          Openness Protocol was signed, which had previously been a stumbling
          block to negotiations.  It appears this will result in framework
          agreements and agreements in principle proceeding more quickly.
