SUBJECT: 1066 West Hastings Street, 532876 B.C. Ltd.
Restaurant - Class 2
RECOMMENDATION
THAT the Vancouver Liquor Licensing Commission endorse the request
by 532876 B.C. Ltd. for a Restaurant - Class 2 at 1066 West
Hastings Street having considered the support of residents and
business operators of the community as determined by neighbourhood
notification.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services RECOMMENDS approval of
the foregoing.
COUNCIL POLICY
Council policy requires that new liquor license applications or
amendments to existing licenses be subject to a referendum prior to
receiving final consideration if the premises are located in close
proximity to residential accommodation.
PURPOSE
532876 B.C. Ltd., doing business as 1066 Restaurant, is requesting a
City Council resolution endorsing its application for a Restaurant -
Class 2 at 1066 West Hastings Street.
BACKGROUND
There has been a Restaurant - Class 1 operating at 1066 West Hastings
Street since approximately 1985. The restaurant now wishes to provide
dinner theatre type entertainment, and in particular a play that may
include interaction between the actors and diners. This will require a
Restaurant - Class 2 designation as there will be more than two
entertainers.
The existing restaurant has 150 seats and the present hours of operation
are 11:30 a.m. to 1:30 a.m. Monday to Saturday and 11:00 a.m. to 12:00
midnight on Sunday. It is proposed the play would run from 7:00 p.m to
10.00 p.m.
The subject premises are located in the DD (Downtown District) zoning
district. The surrounding area is a mixture of office towers and
retail. The closest residential premises are located in the 600 Block
Bute Street. Also within the survey area are three religious centres
and the Great Canadian Casino, located at 1133 West Hastings Street
(Appendix A).
There are two Class 'A' Pubs (437 seats), 18 Class 'A' Lounges (2,887
seats), two Class 'C' Cabarets (311 seats) and 44 licensed restaurants
in the neighbourhood. The closest government liquor store is located at
555 West Hastings Street.
COMMENTS
The Police Department has no objection to this proposal.
The Vancouver Health Board has no concerns other than the restaurant
must be 100% non-smoking.
The Planning Department notes that this location is currently approved
as a Restaurant - Class 1 and any change to a Restaurant - Class 2 will
require a development permit application, which would include a review
of the impact on neighbouring sites.
The Social Planning Department and Housing Centre have no comments.
CONCLUSION
This proposed Restaurant - Class 2 for dinner theatre is not expected to
have any noise impact on the surrounding area as there is little
residential accommodation located in close proximity.
Staff recommend that this application be endorsed without a referendum.
