    SUBJECT:  Appointment of By-Law Process Server



    RECOMMENDATION

         THAT Council approve the appointment of Surinder Singh
         Ludu as a By-law Process Server, to serve summonses for
         infractions of City By-laws, effective immediately.


    COUNCIL POLICY

    There is no Council policy directly applicable to this matter. 
    However, in accordance with Section 23 of the Offence Act,
    specific Council approval of this appointment is required.



    DISCUSSION

    The employee, Surinder Singh Ludu has received the required
    clearance by the R.C.M.P. and the Vancouver Police Department.
    This appointment is needed to fill a permanent position.
