   SUBJECT:       Queen Elizabeth Theatre/ Vancouver Playhouse  Asbestos
   Abatement Project


   RECOMMENDATION

        THAT the construction contract for the Asbestos removal and related
        restoration work for the Queen Elizabeth Theatre and Vancouver
        Playhouse Lobby Ceilings be awarded to Power Suction Services Co.
        Ltd.


   GENERAL MANAGER'S  COMMENTS

        The General Manager of Corporate Services RECOMMENDS approval of
        the foregoing.


   COUNCIL POLICY

   Contracts with a value over $300,000 are referred to Council for award.


   PURPOSE

   The purpose of the report is to recommend acceptance of the lowest bid
   for the asbestos abatement project at Queen Elizabeth Theatre and
   Vancouver Playhouse.


   BACKGROUND

   On February 18, 1997, Council approved $580,000, in advance of approval
   of the 1997 Capital Plan Budget, for removal of asbestos impregnated
   materials in the Queen Elizabeth Theatre and Vancouver Playhouse
   lobbies.  Source of the funds to be the 1997 - 1999 Capital Plan.



   DISCUSSION

   Asbestos abatement tenders were opened at Corporate Services office on
   April 18th, 1997.  Five pre-qualified firms submitted tenders:

        1.  Power Suction Services Co. Ltd.       $380,000.00
        2.  Industra Thermal Service              $385,777.00
        3.  Quantum Environmental Group           $412,890.00
        4.  DeWar Pacific Projects Ltd.           $417,625.00
        5.  Alexander Installations Inc.          $501,000.00

   We are recommending the acceptance of the lowest bid.
