VANCOUVER LIQUOR LICENSING COMMISSION
April 10, 1997
A regular meeting of the Vancouver Liquor Licensing Commission was
held on Thursday, April 10, 1997, at 7:30 p.m. in Committee Room No. 1,
third floor, City Hall.

RECOMMENDATION
1. 1583 Coal Harbour Quay - Brent David Davies
Class 'F' Marine Pub File No: 2616-1
The Commission had before it an Administrative Report dated March
20, 1997 (on file), in which the Chief License Inspector advised of a
request from Mr. Brent David Davies for a Council resolution endorsing a
Class 'F' Marine Pub at 1583 Coal Harbour Quay.
Mr. Paul Teichroeb, Chief License Inspector provided details of the
application noting the surrounding area will be mainly residential. In
light of this, staff are recommending hours be restricted to midnight,
Sunday through Thursday, to minimize potential impacts on the future
residential neighbourhood. Although the majority of the neighbourhood
has not been developed, there have been several telephone enquiries from
people with options to purchase concerning the design of the Marine Pub
and its hours of operation. It was noted that, should the application
be approved, a development permit would be required to change the use
from a restaurant to neighbourhood pub.

In response to questions from the Commission, staff clarified the
location of existing residences, approximately 1´ - 2 blocks away.
Members expressed concern regarding the difficulty in conducting an
effective referendum when the residences which would be most impacted by
the existence of a marine pub have not yet built. In light of this, the
possibility of waiving the referendum was discussed and staff clarified
this is an option.
In response to further questions, the Chief License Inspector
provided details of the differences between Class D and F licenses.
A Class F license has more flexibility around hours of operation as it
was traditionally designed to be applied in more remote areas with
little residential development.
Mr. Brent David Davies, applicant, and Mr. David Vance, designer of
the Marina Pub, provided the Commission with details of the proposal.
The Marina Pub will replace Charters Pub, formerly in this location.
The original design has been altered to amalgamate a restaurant and pub.
The design is for a patio off the restaurant on the western side. There
will be no patio off the Pub. It is the applicant s intent to create
an intimate, small, fireplace lounge with soft seating. It is expected
most of the Marina Pub s clientele will be members of the boating
community, marina patrons and the public in general.
With regard to parking, Mr. Davies advised it is a condition of the
lease for the site that parking be included. As such, day parking of 50
spaces and night parking of 25 spaces within the 99-unit non-market
family housing project on the north side of Hastings, between Cardero
and Nicola, has been provided. It is intended that valet parking
services will be offered.
The following motion by Councillor Bellamy was put and carried.
Therefore the Commission
RECOMMENDED
THAT the Chief License Inspector, on behalf of the Commission,
prepare a recommendation to Vancouver City Council to proceed with
the request by Brent David Davies for a 65-seat Class 'F' Marine
Pub at 1583 Coal Harbour Quay without being subject to a
referendum.

2. 888 West Cordova Street - Terminal City Club Inc.
Class 'A' Pub Liquor License File No: 2611-3
The Commission had before it an Administrative Report dated March
20, 1997 (on file), in which the Chief License Inspector advised of a
request from Terminal City Club Inc., for a City Council resolution
endorsing its application for a Class 'A' Pub liquor license with 120
seats and 31 seats on an outdoor patio (located on their property) in
the new 60-suite apartment hotel which will be part of the new club
premises encompassing the 800 Blocks of West Hastings and West Cordova
Streets.
Mr. Paul Teichroeb, Chief License Inspector, noted an error in the
Administrative Report; the application is for 125 and not 120 seats.
Mr. Teichroeb provided details of the application noting the VLLC passed
a previous resolution for the temporary relocation of this Pub while the
site was being built. It was noted Council policy concerning
applications of this nature does provide the ability to waive the
requirement for a referendum. Staff recommend approval of the
application as there are few enforcement issues related to
establishments of this nature.
Mr. Dennis Coates, Mair Jensen Blair, representing the applicant,
distributed a package titled "Terminal City Club Tower" providing
details of the complex (on file). Mr. Coates introduced Mr. Norm
Fletcher, Project Manager and Mr. John Meloni, Manager, Terminal City
Club, also in attendance.
Mr. Fletcher provided information concerning the complex, noting it
will contain a fitness centre, strata residences, strata office space
and hotel suites in addition to the formal dining room and lounge.
Lounge entertainment will occur early evenings two to three times per
week and will consist of instrumental music only.
In response to questions of the Commission pertaining to clientele
and signage, Mr. Fletcher advised a number of office towers, hotels and
the cruise ship facility nearby will likely be the main clientele for
the Club. Signage will be located on the west side of the Club, on the
Cordova Street.
The following motion by Councillor Bellamy was put and carried.

RECOMMENDED
THAT Vancouver City Council endorse the request from the Terminal
City Club Inc. for a Class 'A' Pub Liquor License with 125 seats
and a 31-seat outdoor patio (on private property), subject to the
outdoor patio closing at 11:00 p.m.

3. Procedure for Handling Neighbourhood Complaints
With Respect to Liquor Licensed Premises File No: 2610-1
The Commission had before it a document prepared by the Office of
the City Clerk dated April 2, 1997 (on file), outlining a procedure for
handling neighbourhood complaints with respect to liquor licensed
premises.
Mr. Paul Teichroeb, Chief License Inspector, advised the procedure
was drafted following concerns expressed by the Commission with regard
to the handling of complaints. Complaints are received in a number of
forms (i.e., via telephone, electronic mail, regular mail) and are
addressed to staff, members of the Commission or Council. As such,
there was confusion as to who was receiving complaints and whether they
were being appropriately forwarded for action or resolution. The
proposed policy requires that all complaints be forwarded, regardless of
the form in which they are received or who they are received by, to the
Clerk to the Commission for appropriate referral to staff for review and
to possibly solve the problem prior to the Commission s involvement.
Following a brief discussion, the following motion by Councillor
Bellamy was put and carried. Therefore the Commission
RECOMMENDED
THAT the procedure for handling neighbourhood complaints with
respect to liquor licensed premises as presented in the document
prepared by the Office of the City Clerk dated April 2, 1997, be
adopted as policy.

4. Municipal Approval of Liquor Licenses File No: 2610-1
The Commission had before it a memorandum dated September 10, 1987
from the General Manager, Liquor Control and Licensing Branch, providing
clarification concerning the conditions of acceptance for liquor
license applications requiring pre-license municipal approvals (on
file).
NOTE FROM CLERK: Please note as this item was not considered it will
be placed on the Agenda for the May 15, 1997 VLLC
meeting.
5. Other Business
(a) Provincial Liquor Policy Report File No:
2610-1
The Commission received correspondence dated April 10, 1997
from the Chair of the Vancouver Liquor Licensing Commission to the
Attorney General of B.C. providing a summary of the City s policies
and concerns regarding the terms of reference for the Provincial
Liquor Policy Report (on file). As well, the correspondence
provided an outline of other liquor licensing issues to be
addressed.
Following a brief discussion, the following motion by
Councillor Bellamy was put and carried. Therefore the Commission
RECOMMENDED
THAT correspondence dated April 10, 1997 from the Chair of the
Vancouver Liquor Licensing Commission to the Attorney General of
B.C. be received for information.

6. Next Meeting
The Chair advised the next regular VLLC meeting will take place on
May 15, 1997 at 12:00 noon.
