SUBJECT: 888 West Cordova Street - Terminal City Club Inc.
Class 'A' Pub Liquor License
RECOMMENDATION
THAT the Vancouver Liquor Licensing Commission endorse the request
from the Terminal City Club Inc. for a Class 'A' Pub Liquor License
with 120 seats and a 31-seat outdoor patio (on private property),
subject to the outdoor patio closing at 11:00 p.m.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services RECOMMENDS approval of
the foregoing.
COUNCIL POLICY
City Council policy is to waive the requirement for a referendum for a
full service hotel or a major complex located in the Downtown core
provided it is illustrated that there is little or no community
opposition as determined by the response to the pre-clearance
notification.
PURPOSE
The Terminal City Club Inc., is requesting a City Council resolution
endorsing its application for a Class 'A' Pub liquor license with 120
seats and 31 seats on an outdoor patio (located on their property) in
the new 60-suite apartment hotel which will be part of the new club
premises encompassing the 800 Blocks of West Hastings and West Cordova
Streets.
BACKGROUND
The Terminal City Club, which began operation in Vancouver in 1892,
vacated 837 West Hastings Street in the Spring of 1996, and the premises
were demolished in preparation for redevelopment of the site. The
project being constructed will include new club facilities, retail
space, a mixed use condominium tower, which will include approximately
45,600 square feet of office space, 118,500 square feet of residential
condominium units and 36,250 square feet of apartment/hotel units.
The premises are located in the DD Downtown District and the surrounding
area is a mixture of retail, highrise commercial towers, hotels and
shopping malls (Appendix A).
Located in the survey area are two Class 'C' Cabarets (549 seats), five
Class 'A' Pubs, (916 seats), five Class 'A' Lounges (1,594 seats) and
24 licensed restaurants.
DISCUSSION
The apartment/hotel units will be owned on a Limited Partnership basis
and will be operated by the Terminal City Club to provide accommodation
for members, members of associated clubs around the world and the
general public on a reservation basis. In addition, the Club is
offering full membership for owners and use of all Club facilities and
services for the duration of a guest's stay.
Council policy is to waive the referendum requirement for new Class 'A'
liquor licenses in existing hotels in the Downtown core, subject to the
notification process.
COMMENTS
The Police Department has no comment.
The Vancouver Health Board has no objection.
The Planning Department advises that a Development Permit was issued on
September 22, 1995, thereby permitting the development of a 29-storey
mixed-use building on this site. The approved drawings indicate a Class
'A' Pub of approximately 2,500 square feet, in conjunction with the
proposed hotel use, and located on the Cordova Street frontage.
The Social Planning Department and Housing Centre have no comment.
CONCLUSION
The Chief License Inspector recommends approval of this application as
Class 'A' Pubs in full-service hotels do not generally create
enforcement problems in the neighbourhood.
