   SUBJECT:  1583 Coal Harbour Quay - Brent David Davies
             Class 'F' Marine Pub


   CONSIDERATION

        A.   THAT the Vancouver Liquor Licensing Commission direct that
             consideration of the request by Brent David Davies for a
             65-seat Class 'F' Marine Pub at 1583 Coal Harbour Quay, be
             subject to the results of a referendum conducted in accordance
             with existing City guidelines;

                                      OR

        B.   THAT the Vancouver Liquor Licensing Commission advise the
             Liquor Control and Licensing Branch it does not support the
             application by Brent David Davies for a 65-seat Class 'F'
             Marine Pub at 1583 Coal Harbour Quay.

   GENERAL MANAGER'S COMMENTS

        The General Manager of Community Services submits the choice of A
        or B for CONSIDERATION.

   COUNCIL POLICY

   Council policy requires that new liquor license applications be subject
   to a referendum prior to receiving final consideration if the premises
   are located in close proximity to residential accommodation. 

   PURPOSE

   Brent David Davies is requesting a Council resolution endorsing a Class
   'F' Marine Pub at 1583 Coal Harbour Quay.

   BACKGROUND

   The proposal is for a 65-seat Class 'F' Marine Pub and a 150-seat
   Restaurant-Class 1, to be located in the Marina Neighbourhood, which is
   the initial phase of the Coal Harbour redevelopment.  The five hectare
   water site, which is covered by the Planning Department's CD-1
   Guidelines for Marina Development, is bounded roughly by the north foot
   of Cardero and Broughton Streets. 

   In addition to marine uses, the area will also include retail, floating
   homes, live-aboards and some guaranteed berth availability for visiting
   boaters.  The Bayshore Hotel is located directly to the west of the site
   and the surrounding area is a mixture of hotels and residential
   apartment towers, both occupied and under construction.  Also included
   in the survey area is the Robson Street Clinic for alcohol and drug
   programs and the Kingdom Hall of Jehovah's Witnesses, both in the 1500
   Block of Robson Street (Appendix A).

   The area has one Class 'A' Pub (250 seats), six Class 'A' Lounges (879
   seats), one Class 'C' Cabaret (82 seats) and 48 licensed restaurants. 
   The closest government liquor store is in the 1700 Block of Robson
   Street.

   DISCUSSION

   The proposed hours of operation are 11:00 a.m. to 1:00 a.m. Monday to
   Saturday and 11:00 a.m. to 12:00 midnight Sunday.  Staff recommend that
   the hours be restricted to midnight closing Sunday through Thursday
   because of potential impacts on future residential in this area.  

   The future development of this area is expected to encourage high
   pedestrian traffic because of the close proximity to the West End,
   downtown hotels, convention facilities and office towers. 

   The marine pub will be located on a water-lot and is not expected to
   impact on nearby residents, although proposed residences will be within
   100 yards, immediately south of the marina.  Clientele will in almost
   all cases arrive on foot.

   COMMENTS

   The Police Department has no objection.

   The Vancouver Health Board has no comment.

   The Planning Department advises that a Development Permit was issued in
   September 1996, thereby permitting a marina consisting of 12 acres of
   private boat moorage spaces, float homes, and live-aboard homes, and the
   construction of a fixed-pier structure, containing Restaurant-Class 1
   and retail uses.

   A Neighbourhood Public House is a use that could be considered in this
   Comprehensive Development District.  However, a development permit
   application would be required to change the use to Neighbourhood Public
   House from Restaurant-Class 1.  The review process for this type of
   application would include an assessment of the expected impact on future
   residential properties in this development, and compliance with the
   Neighbourhood or Marine Public House Guidelines adopted by City Council.

   The Social Planning Department has no comment on the application.

   The Housing Centre notes that there will be a 99-unit family housing
   non-market project on the north side of Hastings, between Cardero and
   Nicola.  The sponsor has been notified. 

   CONCLUSION

   The Chief License Inspector recommends that this application be referred
   to a public referendum, subject to the community response to the
   neighbourhood notification.
