CITY OF VANCOUVER SPECIAL COUNCIL MEETING MINUTES MARCH 25, 1997 A Special Meeting of the Council of the City of Vancouver was held on Tuesday, March 25, 1997, at 2:05 p.m., in the Council Chamber, third Floor, City Hall, for the purpose of holding a Public Hearing to consider proposed amendments to the Heritage By-law. Puil, THAT this Council resolve itself into Committee of the Whole, Mayor Owen in the Chair, to consider proposed amendments to the Heritage By-law. - CARRIED UNANIMOUSLY 1. Heritage Designation: 326 West Pender Street An application by City of Vancouver/VanCity Enterprises/Nigel Baldwin Architect was considered as follows: The proposed development would: - designate as protected heritage property the facade of the building at 326 West Pender Street, listed in the "C" evaluation category on the Vancouver Heritage Register; - ensure the protection of the building from inappropriate alterations and demolition in the future; - be in exchange for approval of an increase in the floor space ratio (FSR) from 3.0 permitted in the Victory Square interim policy to 3.3 FSR, and parking and loading relaxations; and - be in exchange for approval of a reduction in dwelling unit size below the 29.7 m2 (320 sq.ft.) minimum to unit sizes starting at 25.5m2 (275 sq.ft.). The Director of Land Use and Development recommended approval of the application. Staff Comments Staff offered no additional comments on this application. Applicant Comments The applicants offered no comments on this application. Summary of Correspondence A review of the correspondence indicated the following: one letter providing conditional support for the application; one letter expressing concerns about the approval process and size of the units; three letters opposing the application. THAT the north facade of the City-owned building located at 326 West Pender Street listed on the Vancouver Heritage Register in the "C" evaluation category, be designated as a Protected Heritage Property; B. THAT Council approve a relaxation to the interim Victory Square Policy to permit an increase in the floor space of 225.6 m2 (2,428 sq.ft.) from the 3.0 FSR maximum to 3.3 FSR as proposed in Development Application DE401925; and C. THAT the Director of Legal Services bring forward for enactment an amendment to the Heritage By-law. - CARRIED (Councillor Puil opposed) 2. Heritage Designation: 1554 East 10th Avenue An application by Audrey and Tony Dilberovic/Edward Leflufy Architect, was considered as follows: The proposed development would: - designate the existing building as protected heritage property at 1554 East 10th Avenue, listed in the "B" evaluation category on the Vancouver Heritage Register; - ensure the protection of the building from inappropriate alterations and demolition in the future; and - be in exchange for an increase in floor space ratio from 0.75 FSR (294.86 m2 [3,174 sq.ft.]) permitted to approximately 0.976 FSR (383.77m2 [4,131 sq.ft]) proposed. The Director of Land Use and Development recommended approval of the application. Staff Comments Staff offered no additional comments on this application. THAT Council supports a floor space relaxation of 88.9 m2 (957 sq.ft.) from 0.75 FSR to 0.976 FSR as proposed in Development Application DE401950; C. THAT the Director of Legal Services bring forward for enactment an amendment to the Heritage By-law. - CARRIED UNANIMOUSLY 3. Heritage Designation: 2006 West 15th Avenue An application by William and Anne Sainas/Ross Developments Inc., was considered as follows: The proposed development would: - designate the existing building as protected heritage property at 2006 West 15th Avenue, listed in the "B" evaluation category on the Vancouver Heritage Register; - ensure the protection of he building from inappropriate alterations and demolition in the future; and - be in exchange for an increase in floor space from 0.75 FSR (435.6 m2 [4,689 sq.ft.]) permitted to approximately 0.82 FSR (477.1 m2 [5,136 sq.ft.]) proposed and the site coverage for the rear yard infill. The Director of Land Use and Development recommended approval of the application. Staff Comments Staff offered no additional comments on this application.
