   SUBJECT:  Award of Tender No. 39-96-08, 
             Supply of Full Size Police Package Cars

   RECOMMENDATION

        THAT Council accept the bids as follows for:
             a)   Twenty Ford Crown Victorias from Coastal Ford
                  Sales Ltd., the low bid meeting specifications, at
                  a total cost of $511,960 ($25,580 each, plus $120
                  each for 3 sets of repair manuals), and

             b)   Six Ford Crown Victorias with natural gas engines
                  from Metro Motors Ltd., the low bid, at a total
                  cost of $178,800 ($25,600 each, plus $4,200 each
                  for optional natural gas engines), 

        plus the Provincial Sales Tax, the 7% Goods and Services tax
        (less any municipal rebate received) and the Provincial
        Environmental Levy, subject to contracts satisfactory to the
        Director of Legal Services.

   COUNCIL POLICY

   The policy of Council is to award contracts for the purchase of
   equipment, supplies and services that will give the highest
   values based on quality, service and price.

   Contracts with a value over $300,000 are referred to Council.

   DISCUSSION

   Tenders for the above were opened on November 18, 1996, and
   referred to the Chief Constable, the General Manager of
   Engineering Services and the Manager of Purchasing Services for
   report.  

   The Provincial Sales Tax, the 7% Goods and Services Tax (less any
   municipal rebate received) and the Provincial Environmental Levy
   are in addition to all pricing shown in this report and in the
   tabulation.  Funds are provided from the 1996 Police Budget.

   This tender called for prices for full sized police package cars
   with an option to purchase natural gas fueled engines.  Six
   police cars are to be purchased with natural gas engines in order
   to obtain experience with this fuel for future purchases.

   Gasoline Powered Cars

        Four bids were received with unit prices ranging from 
        $25,289 to $26,214.  Twenty cars are required.

        The low bid from Dave Buck Ford Ltd. does not meet
        specifications for the Police Wiring Package and is not
        acceptable.  The second low bid from Coastal Ford Sales Ltd.
        meets specifications and is acceptable.

   Natural Gas Powered Cars

        Two bids were received with this option, with unit prices
        ranging from $29,800 to $32,106.  Six cars are required.

        The low bid from Metro Motors Ltd. meets specifications and
        is acceptable.
