   SUBJECT:  Award of Tender No. 39-96-04, 
             Supply of Light Trucks

   RECOMMENDATION

        THAT Council accept the low bid from Metro Motors Ltd. for:
             A.)  Twelve (12) compact pickups at a total cost of 
                  $193,850 ($16,400 each, less $2,500 for one for a
                  regular cab, less $50 each for nine to delete the
                  tailgate),

             B.)  Three (3) extended cab pickups at a total cost of
                  $59,790 ($17,950 each, plus $1,980 each for 
                  extended cabs), 
             C.)  Two (2) pickups at a total cost of $39,990 
                  ($19,995 each),

        plus the Provincial Sales Tax, the 7% Goods and Services tax
        (less any municipal rebate received) and the Provincial
        Environmental Levy, subject to a contract satisfactory to
        the Director of Legal Services.

   COUNCIL POLICY

   The policy of Council is to award contracts for the purchase of
   equipment, supplies and services that will give the highest
   values based on quality, service and price.

   Contracts with a value over $300,000 are referred to Council.

   DISCUSSION

   Tenders for the above were opened by the City Clerk on September
   30, 1996, and referred to the General Manager of Engineering
   Services and the Manager of Purchasing Services for report.

   The Provincial Sales Tax, the 7% Goods and Services Tax (less any
   municipal rebate received) and the Provincial Environmental Levy
   are in addition to all pricing shown in this report and in the
   tabulation.  Funds for all purchases are provided from the Truck
   Plant Account.

   This tender called for prices for six (6) items.  This report
   deals with Items 1, 2 & 3, as the combined value of the award to
   Metro Motors Ltd. will be in excess of $300,000.


   Item 1  Compact Pickup Trucks

   Eleven (11) bids were received with base prices ranging from
   $16,400 to $19,824 each.  Twelve (12) units are required.

   The low bid from Metro Motors Ltd. meets all specifications and
   is recommended.


   Item 2  Light Pickup Trucks

   Nine (9) bids were received offering the extended cab with prices
   ranging from $19,930 to $22,191 each.  Three (3) units are
   required.

   The low bid from Metro Motors Ltd. meets specifications and is
   recommended.


   Item 3  Heavy Duty Pickup Trucks

   A)      Regular Cab Pickups

   Twelve (12) bids were received with prices ranging from $19,995
   to $22,920 each.  Two (2) units are required.

   The low bid from Metro Motors Ltd. meets specifications and is
   recommended.
