   SUBJECT:  AWARD OF PROPOSAL NO. 8-96-04, MICROCOMPUTER SYSTEMS



   RECOMMENDATION

        THAT  Council accept  the overall  low bid  meeting specifications,
        from  Microserve  Business Computer  Services,  for  the supply  of
        Microcomputer  Systems, as,  if and  when required  for a  12 month
        period  from  date of  acceptance, at  a  total estimated  value of
        $2,472,255.00, plus the Provincial  Sales Tax and the 7%  Goods and
        Services  Tax (less  any municipal rebate  received), subject  to a
        contract satisfactory to the Director of Legal Services.


   COUNCIL POLICY

   The  policy of Council is to award  contracts for the purchase of equip-
   ment, supplies  and services that will  give the highest value  based on
   quality, service and price.

   Contracts with a value over $300,000 are referred to Council for award.


   PURPOSE

   The purpose of this report is to recommend the award of the proposal for
   the supply  and installation of approximately  500 microcomputer systems
   and $1,000,000.00 of related software and peripherals.


   BACKGROUND

   This proposal  represents the anticipated requirements for microcomputer
   systems through  to November 1997.   Funding  for all purchases  will be
   from approved budgets.

   DISCUSSION

   Proposals  for the above were opened by  the City Clerk on September 30,
   1996 and referred to  the Information Technology Department and  Manager
   of Purchasing Services for report.  A copy of the tabulation  of bids is
   on file in the  Manager of Purchasing Services and City Clerk s offices.
   The Provincial  Sales Tax and  the 7% Goods  and Services Tax  (less any
   municipal rebate received) are in  addition to all prices shown in  this
   report and in the tabulation.

   The  proposal called for  the supply  and installation  of microcomputer
   hardware and software and a full spectrum of pre and  post sales support
   services.

   Seven firms submitted bids ranging from $2,472,255.00 to $2,590,900.00.

   Microserve   Business  Computer   Services  is   the  low   bid  meeting
   specifications and is acceptable.

   Microserve Business Computer Services has  had the current contract  for
   Microcomputer  Systems for  the past  three (3)  years and  has provided
   satisfactory service.

   We are, therefore recommending acceptance of the overall low bid meeting
   specifications, from  Microserve Business Computer Services,  at a total
   estimated value of $2,472,255.00.
