4 CITY OF VANCOUVER SPECIAL COUNCIL MEETING MINUTES October 22, 1996 A Special Meeting of the Council of the City of Vancouver was held on Tuesday, October 22, 1996, at 2:00 p.m., in the Council Chamber, Third Floor, Vancouver City Hall, for the purpose of holding a Public Hearing to consider a proposed amendment to the Heritage By-law. PRESENT: Mayor Owen Councillors Bellamy, Chiavario, Clarke, Hemer, Ip, Kennedy, Kwan, Price, Puil and Sullivan CLERK TO THE COUNCIL: Nancy Largent COMMITTEE OF THE WHOLE MOVED by Cllr. Bellamy, SECONDED by Cllr. Hemer, THAT this Council resolve itself into Committee of the Whole, Mayor Owen in the Chair, to consider a proposed amendment to the Heritage By-law. - CARRIED UNANIMOUSLY 1. Heritage Designation: 364 West 10th Avenue (Grauer House) (Lot 2, Block K, District Lot 526, Plan 1530) An application by Kallista Developments Corp./Michael Katz Architecture, was considered as follows: The proposed development would: - convert the existing building to three units; construct a new coach house with two units; and construct a new 13-unit three-storey apartment building oriented to Yukon Street on the westerly side of the site; - permit a relaxation to the floor space ratio from 1.45 FSR to 1.6 FSR, an increase of approximately 10% or 1,800 sq.ft.; parking relaxation from 29 spaces required to 20 spaced required; and other relaxations to the RM-4 Zoning District Schedule; and cont'd.... Clause No. 1 (cont'd) - designate the existing wood frame residential building, listed on the Vancouver Heritage Register in the "A" evaluation category, including the entrance vestibule and staircase, and the stone wall located at this address as protected heritage property. Speakers Mayor Owen called for speakers for and against the application and none were present. Council Discussion In response to a query, Mayor Owen advised there are now 162 properties designated within Vancouver, and a further 16 are pending. Of these, 156 have been designated since 1986. Council members expressed satisfaction over the resultant protection of the City's Heritage. cont'd.... Clause No. 1 (cont'd) MOVED by Cllr. Kennedy, A. THAT the Grauer House, located at 364 West 10th Avenue, listed on the Vancouver Heritage Register in the "A" evaluation category, be designated as a Protected Heritage Property; FURTHER THAT the interior features of the vestibule (including the stained and varnished fir wall wainscotting, the beamed and coffered ceiling, the two stained class windows) and the staircase and the stone retaining wall near the periphery of the site facing 10th Avenue, be included in the designation. B. THAT the Director of Legal Services bring forward for enactment an amendment to the Heritage By-law. - CARRIED UNANIMOUSLY RISE FROM COMMITTEE OF THE WHOLE MOVED BY Cllr.
