SUBJECT: Award of Consulting Contract: Design and Construction
Supervision for Replacing Three Existing Pressure Regulating
Stations.
RECOMMENDATION
A. THAT the contract for Design and Construction Supervision for
replacing Three Existing Pressure Regulating Stations be
awarded to Omni Engineering Ltd., at an estimated fee of
$115,979.44 including GST. Engineering consulting services
contract funds are available from the Project budget Account
Code 17/35/4240/999.
B. THAT the General Manager of Engineering Services be authorized
to enter into a Professional Services Agreement contract with
Omni Engineering Ltd., in consultation with the Director of
Legal Services.
COUNCIL POLICY
Consultant contracts over $30,000 are to be awarded by Council.
Contracts are to be awarded on the basis of best value for fee.
PURPOSE
This report recommends that the contract for engineering design and
construction supervision services for the replacement of three pressure
reducing valve (PRV) stations, be awarded to Omni Engineering Ltd.

BACKGROUND
The Waterworks Long Range Capital Plan adopted by Council provides for
annual replacement of various PRV Stations throughout the city. These
stations have reached the end of their service life. Existing valves
have a high maintenance history, while the chambers have inadequate
access and headroom, no electrical power, and their proper operation is
essential to provide a reliable supply of water for both domestic
consumption and fire protection.
The stations to be constructed are located at: 33rd Avenue and Victoria
Drive, West 49th Avenue and West Boulevard, and Marine Way at Boundary
Road. Sufficient funds are available in previously approved budgets for
this design work. Construction funding will be included in the 1997
Waterworks Capital Budget.
DISCUSSION
Three engineering consultants were invited to submit proposals for this
work. These proposals were evaluated by three independent reviewers,
that follow an objective list of evaluation criteria which fall into the
major categories of: capability to carry out work (experience of design
team), management of work (scheduling, cost control, quality control,
comprehension of objectives), methodology proposed, and quality of
proposal (clarity and logic). Within each of the major categories there
are specific questions. The evaluation form has been developed in
accordance with advice from the Association of Professional Engineers
and Engineering Services policy that indicates consultants should be
selected on a best value basis.
All proposals were well prepared, but the Omni Engineering Ltd. proposal
provided the best all round expertise, project management, and level of
staffing required for this project. Estimated costs of the three
proposals were as follows: $92,450.14, $115,979.44 and $140,580.88 with
Omni's being the middle bid. In keeping with the City's best value
policy the review panel felt Omni's proposal best represented the
services required. The General Manager of Engineering Services,
therefore, recommends that Omni Engineering Ltd. be awarded this
contract.
