File No.: SP TO: Vancouver City Council FROM: Director of Cultural Affairs SUBJECT: Public Art Allocations RECOMMENDATION THAT Council approve grants of $2,000 to each of the following three Community Centres and one Neighbourhood Association, for a total allocation of $8,000: - False Creek Community Centre Association - Kitsilano Community Centre Association - Dunbar Community Association - Thunderbird Neighbourhood Association; source of funds to be the 1996 Community Public Art Unallocated Budget. GENERAL MANAGER'S COMMENTS The General Manager of Community Services submits the foregoing for CONSIDERATION. COUNCIL POLICY On May 28, 1996, City Council approved up to $10,000 within the 1996 Community Public Art budget for art making materials for artist-in-residence projects. Approval of the these requests would constitute a grant, and eight affirmative votes are required. PURPOSE This report recommends grants of $2,000 each for art materials for artist projects at the Thunderbird Neighbourhood Association and the False Creek, Dunbar and Kitsilano Community Centre Associations. DISCUSSION On May 28, 1996, Council allocated a budget of $10,000 for artist in residence projects and, on July 23, 1993, Council granted $2,000 to the first of five projects selected this year. This report recommends granting the $8,000 remaining in four grants of $2,000 to each of the four community centre associations whose projects are described below (requests and budgets are contained in Appendix A). These requests are recommended by staff and the Public Art Committee. Dunbar Community Association Artist Miyuki Shinkai will produce a glass-tile mural at the Community Centre. Ms. Shinkai will conduct workshops at which participants will write their names in Japanese and draw self-portraits on glass tiles. The tiles will then be fired and incorporated into the mural. False Creek Community Centre Paula Grasdal and Joanna Rogers will co-produce fabric banners with members of the False Creek community. Participants will create autobiographical fabric patchworks symbolizing the vibrancy and complexity of the community. The banners will hang in the Centre. Kitsilano Community Centre Association Simon Levin is creating a tricycle-driven "communication cart" which will circulate through Kitsilano. Mr. Levin will collect stories and images from participants and assemble them into a community soundscape and a series of images, incised on copper panels, which trace patterns of movement and migration through the community. Thunderbird Neighbourhood Association Elaine Avila is conducting mask-making workshops which will culminate in a winter solstice procession through the community, and celebration at the centre. Building on highly successful models at False Creek and Trout Lake, the intent is to have as many community members as possible participate in the mask-making and the culminating event. * * * * *
