                        SPECIAL COUNCIL MEETING MINUTES

                              September 24, 1996

        A Special Meeting of the Council of the City of Vancouver was held
   on Tuesday, September 24, 1996, at 2:00 p.m., in the Council Chamber,
   third floor, Vancouver City Hall, for the purpose of holding a Public
   Hearing to consider a proposed Heritage Revitalization Agreement.

             PRESENT:  Mayor Owen
                       Councillors Bellamy, Chiavario, Clarke, Hemer,
                                   Puil and Sullivan

             ABSENT:   Councillor Ip (Sick Leave)
                       Councillor Kennedy (Sick Leave)
                       Councillor Kwan (Leave of Absence)
                       Councillor Price

   COMMITTEE OF THE WHOLE

   MOVED by Cllr. Puil,
   SECONDED by Cllr. Bellamy,
        THAT this Council resolve itself into Committee of the Whole, Mayor
   Owen in the Chair, to consider a proposed Heritage Revitalization
   Agreement.
                                                - CARRIED UNANIMOUSLY


   1.   Heritage Revitalization Agreement:
        1638 Marpole Avenue (Lot 2, Block 38
        District Lot 526, Plan 4502)        

        An application by Molnar Development (Shaughnessy) Ltd./John
   Hollifield, Architect, was considered as follows:

        The proposed Heritage Revitalization Agreement would:

        -    vary the Subdivision By-law to permit subdivision of the land
             into two parcels, securing the conservation and protection of
             the building at 1638 Marpole Avenue, listed in the "B"
             evaluation category on the Vancouver Heritage Register, on one
             parcel; and

        -    allow a floor space increase from 0.45 FSR permitted by the
             First Shaughnessy District Official Development Plan to 0.47
             FSR for the proposed new dwelling on the second parcel.

        The Director of City Plans recommended approval of the application.

   Speakers

        Mayor Owen called for speakers for and against the application and
   none were present.


   MOVED by Cllr. Bellamy,

        A.   THAT Council authorize the City to enter into a Heritage
             Revitalization Agreement for the site at 1638 Marpole Avenue:
             to vary the Subdivision By-law to permit non-conforming
             parcels; to vary the maximum FSR of the First Shaughnessy
             Official Development Plan from 0.45 to 0.47 to permit
             construction of the new house as it has been designed under
             DE401296; to secure the preservation of the heritage building,
             listed in the "B" category on the Vancouver Heritage Register;
             and to commemorate it with a bronze heritage plaque;

        B.   THAT the Director of Legal Services bring forth the by-law to
             authorize the Heritage Revitalization Agreement.

        THAT the Committee of the Whole rise and report.

   MOVED by Cllr. Bellamy,
   SECONDED by Cllr. Hemer,
        THAT the report of the Committee of the Whole be adopted, and the
   Director of Legal Services be instructed to prepare and bring forward
   the necessary by-laws.
