     SUBJECT:  Revised 1996 Capital Grant Allocations



     RECOMMENDATION

          THAT Council approve 10 Capital Grants, totalling $272,500, as
          listed in Appendix A, including conditions on the grants, where
          noted.


     GENERAL MANAGER'S COMMENTS

          The General Manager of Community Services submits the foregoing
          for CONSIDERATION.


     COUNCIL POLICY

     In 1987, City Council adopted "Criteria and Guidelines for Capital
     Grants".  Included in these was the stipulation that the City grant
     for a project is not to exceed one-third of the total project cost.

     The 1994-1996 Capital Plan included provision for a Capital Grant
     program for social service and cultural projects in facilities which
     are not owned by the City.


     PURPOSE

     This report contains revised recommended allocations for the 1996
     Capital Grant program.


     DISCUSSION

     At the July 25th meeting of the Standing Committee of City Services &
     Budgets, Council considered staff recommendations for Capital Grants
     to nine non-profit social service, childcare and cultural
     organizations.


     At the meeting, Council considered an appeal by the Chinese Cultural
     Centre, and directed staff to provide from the current Capital Grants
     Budget allocation, a grant in the amount of $10,000.

     Staff have reviewed the grant applications and have adjusted the
     recommended grants as detailed in Appendix A.   The revised grant
     recommendations reduce the four largest grants.  Staff reviewed the
     option of reducing all nine grants, but, reductions to the smaller
     grants would have a greater impact on the total project budget and
     many of the smaller projects have a lesser ability to find other
     sources of funds.

     Approval of these 10 grants ($272,500), plus the already approved
     grant to the Stanley Theatre Society ($25,000), total $297,500.  There
     will remain an unallocated balance of $111 in the Capital Grants
     Budget.
