File No. JF TO: Vancouver City Council FROM: Director of Land Use and Development SUBJECT: Strata Title Conversion - 2915 and 2917 West 8th Avenue RECOMMENDATION THAT the application to convert the previously-occupied building at 2915-2917 West 8th Avenue (Lot 3 of 3, Block 32, D.L. 192, Plan 1582) to strata title ownership be approved. GENERAL MANAGER'S COMMENTS The General Manager of Community Services RECOMMENDS approval of the foregoing. COUNCIL POLICY Council policy is reflected in the City's Strata Title and Cooperative Conversion Guidelines, which outline factors Council considers in reviewing applications for converting previously-occupied buildings to strata title or cooperative ownership. PURPOSE Council approval is required for an application to convert the previously occupied building at 2915-2917 West 8th Avenue (Lot 3 of 3, Block 32, D.L. 192, Plan 1582) to strata title ownership. BACKGROUND The site is zoned RT-7 and is developed with a two-family dwelling authorized by Development Permit No. DE215313 and Building Permit No. BU321193. Although construction began in 1993, the building was only recently completed. The owners of the property occupied both dwelling units before the construction was complete. Despite the building being new construction, the owners occupation of the building now requires that Council's approval, pursuant to Section 9 of the Condominium Act, be obtained. The owners propose to create two strata lots. The site location is shown below in Figure 1: Figure 1 STAFF ANALYSIS In addition to Planning Department staff, the City Engineer and the City Building Inspector have reviewed this application. As there are only two residential dwelling units on this site, the Manager of the Housing Centre has not been asked to comment. The City Engineer has no dedication or servicing requirements for this site. The City Building Inspector reports that all required work has been completed in accordance with the approved plans and permits, and this building substantially complies with all relevant City By-laws. An Occupancy Permit is not required for this project. CONCLUSION Based on the foregoing, and on the applicant's compliance with the City's Strata Title and Cooperative Conversion Guidelines, the Director of Land Use and Development supports this application. * * * * *
