   SUBJECT:  Councillor Price:  Attendance at Rail-Volution '96
             Conference, Building Successful Communities with Rail 


   RECOMMENDATION

        THAT Council authorize Councillor Price's attendance at
        Rail-Volution 96 Conference, Building Successful Communities with
        Rail, in Washington, D.C., at a cost of $1,800 (Cdn.).

   CITY MANAGER'S COMMENTS

        The City Manager RECOMMENDS approval of the foregoing.

   COUNCIL POLICY

   Council's Travel Policy, approved July 31, 1992, requires Council
   approval for travel within North America.

   PURPOSE

   This report requests Council approval for Councillor Gordon Price to
   attend the Rail-Volution '96 Conference, Building Successful Communities
   with Rail, in Washington, D.C., September 8-10, 1996.

   DISCUSSION

   Rail-Volution '96 will include discussion on how rail investments,
   together with land-use planning, can serve as a means towards the goal
   of creating a livable community; financing major intermodal rail
   projects and developing relationships, both within a community and with
   the government and national coalitiions to fund and create a successful
   project. A copy of the program is on file in the City Clerk's Office. 
   The topics of the Conference would be beneficial to Councillor Price in
   his role of Chair of the Standing Committee on Planning & Environment.

   The cost of attendance at the Conference is estimated at $1,800.Cdn.
   broken down as follows:

        Registration (if before August 15) $398.00
        Airfare, round trip                 500.00
        Hotel 3 nights x $187.65 Cdn.       562.95
        Per diem (4 x $50.)                 200.00

   The funds are available in Council's travel account.
