   SUBJECT:  Amendment to Burrard Slopes IC Districts Interim Policies


   RECOMMENDATION

        THAT Council approve  the additional text  in Appendix A  outlining
        the Intent of the Burrard Slopes IC Districts Interim Policies, for
        inclusion in the Policies document.

   GENERAL MANAGER'S COMMENTS

        The  General Manager of  Community Services RECOMMENDS  approval of
        the foregoing.

   COUNCIL POLICY

   Council  policy for  this  area is  embodied in  the  Burrard Slopes  IC
   Districts Interim Policies.

   PURPOSE AND BACKGROUND

   This  report recommends  approval  of additional  text  for the  Burrard
   Slopes IC Districts  Interim Policies.  These Policies  were approved by
   Council in June 1993 to guide site-specific CD-1 rezonings for mixed-use
   in the Burrard Slopes "let-go" industrial area.

   DISCUSSION

   Since adoption of  the Interim Policies, three CD-1  rezonings have been
   processed,  and  a  number   of  inquiries  have  been   discussed  with
   proponents.   In using the  Interim Policies document, staff  have noted
   that the Application and Intent section does not include the usual brief
   synopsis of  the Intent of  the policies.   We therefore  recommend that
   appropriate text, attached as Appendix A, be added to the document.  The
   text is a paraphrase of the description of the proposed interim policies
   contained  in the  report of  December  21, 1995,  when they  were first
   conveyed to Council for review prior to approval.

   CONCLUSION

   The  recommended additional  wording  for  the  Application  and  Intent
   section of the Burrard Slopes  IC Districts Interim Policies will assist
   in making the  overall intent of the rezoning policies clear to property
   owners, prospective applicants and staff.
