File No. F587-50.01 TO: Vancouver City Council FROM: Manager of Facilities Development SUBJECT: Vancouver Fire & Rescue Services, Drill Tower - Award of Contract RECOMMENDATION THAT the construction contract for the Drill Tower and Drafting Pit for the Vancouver Fire & Rescue Services be awarded to Lessard Project Management and Construction Inc. for an amount of $702,526 plus 7% GST, plus a cash allowance of $10,000 for post-tender changes; the source of funding be the 1994-96 Basic Capital Budget (Fire Protection). GENERAL MANAGER'S COMMENTS The General Manager of Corporate Services RECOMMENDS approval of the foregoing. COUNCIL POLICY - Council approval is required for contracts over $300,000. - Contracts are awarded on the basis of best value for the City. PURPOSE This report seeks authorization to award a contract for the Phase II portion of the training facility to the low bidder, Lessard Project Management and Construction Inc. BACKGROUND In 1995, Council approved $770,000 of the $1.23 million Fire Protection Capital Budget for the Phase II portion of the training facility which includes the construction of the drill tower and drafting pit. The Phase I portion of the project included the construction of temporary classrooms and has been tendered and completed within budget ($235,000). Ltd. 910,400 Smith Bros. & Wilson (B.C.) Ltd. 911,000 Bynett Construction Services Ltd. 933,850 MCL Construction Limited 956,000 On the basis of the low bid, it is recommended the contract be awarded to Lessard Project Management and Construction Inc. in the amount of $702,526 plus 7% GST. A cash allowance of $10,000 is also recommended for anticipated post-tender changes. The total cost of the work is within the approved total capital funding for the project. * * * * *
