A4 ADMINISTRATIVE REPORT Date: April 30, 1996 TO: Vancouver City Council FROM: Director of Cultural Affairs SUBJECT: 1996 Cultural Grant Requests - Organizational Development Fund RECOMMENDATION THAT Council approve grants of $250 each towards arts administration training costs to (1) Women in VIEW and (2) Rumble Theatre; source of funds to be the Organizational Development fund in the 1996 Cultural Grants budget, leaving an unallocated balance of $28,500. GENERAL MANAGER'S COMMENTS The General Manager of Community Services RECOMMENDS approval of the foregoing. COUNCIL POLICY On February 1, 1996, City Council approved the allocation of $29,000 in the 1996 Cultural Grants budget for Organizational Development grants. Approval of grant recommendations requires eight affirmative votes. PURPOSE This report makes recommendations on two requests for grants from the Organizational Development component of the 1996 Cultural Grants budget. BACKGROUND Organizational Development Grants Organizational Development is one of two funds in the Incentive Grants category (the other being Cross-Cultural Initiatives). Organizational Development funds are intended to help organizations upgrade staff skills by assisting with arts administration training costs, as well as addressing specific operational and long-range planning issues. There is currently a balance of $29,000 in the Organizational Development component of the Cultural Grants budget. DISCUSSION Women in VIEW VIEW, the Performing Arts Society, has requested a grant of $250 to assist with the tuition costs of three administration courses for its executive director. The one and two-day courses, offered by the Justice Institute, focus on staff orientation, effective team building, and communications planning, all of which are important skills in an organization that hires most of its staff on short-term contracts. Tuition fees will amount to $475, and there are no attendant costs. A grant of $250 is recommended. Rumble Theatre Rumble Theatre Productions has applied for a $250 grant toward the costs of sending a senior staff member to a three-day international tour organizers' workshop in Toronto. The course covers information about sources of funding, touring circuits, presenters and venues, fees, planning, negotiating, contracting, marketing, unions and visas. Rumble Theatre is developing a long-range plan that includes international touring as an important initiative, so the workshop is very timely. Total costs for attending the workshop, including travel, room and board, and tuition ($250), amount to $1,010. A grant of $250 is recommended. * * * * *
