I REPORT TO COUNCIL VANCOUVER LIQUOR LICENSING COMMISSION April 18, 1996 A regular meeting of the Vancouver Liquor Licensing Commission was held on Thursday, April 18, 1996, at approximately 7:30 p.m. in Committee Room No. 2, third floor, City Hall. PRESENT: Councillor Hemer, Chair Councillor Ip Councillor Kwan ABSENT: Councillor Kennedy (Civic Business) ALSO PRESENT: Judy Rogers, Deputy City Manager Paul Teichroeb, Deputy Chief License Inspector Nathan Edelson, Planner, Central Area Planning CLERK: Lawrence Cantrell RECOMMENDATION 1. Molson Indy - Class E Stadium Liquor License Pacific Auto Racing Inc. File: 2615-8 The Commission had before it an Administrative Report dated April 12, 1996 (on file), in which the Deputy Chief License Inspector recommended that Council endorse the request by Pacific Auto Racing Inc. for a Class E Stadium license, subject to hours agreed upon by the Liquor Control and Licensing Branch, Vancouver Police Department and City of Vancouver, for the three-day annual Vancouver Indy event, and this application meeting the requirements of the Liquor Control and Licensing Branch regulations. Mr. Paul Teichroeb reviewed and summarized the report for the Commission, pointing out that there are issues still to be resolved with the Provincial Liquor Control and Licensing Branch, but which it is not necessary for Council to address prior to giving endorsement. He noted that the Vancouver Police Department had raised concerns over the applicant s request for an increase in maximum daily operating hours to ten: 10:00 a.m. to 8:00 p.m. cont'd.... Clause No. 1 (cont'd) Mr. Bert Hick and Mr. Dennis Coates appeared on behalf of the applicant. They informed the Commission that the request for longer maximum operating hours is intended to provide flexibility in cases of accidents or rain delays, or if it is desired to hold a post-race banquet. The applicant is perfectly willing to work with and seek approval from the Police Department for actual operating hours on any given day. Mr. Teichroeb advised the Commission that Police Department concerns have lessened since the date of the report to the extent that the Department will accept an 8:00 p.m. closing time, subject to prior agreement between the Department and the event operators. In discussion, a Commissioner stated that she could not support a measure which would in any way promote drinking and driving. The following motion by Councillor Ip was put and CARRIED. Therefore, the Commission RESOLVED THAT Council endorse the request by Pacific Auto Racing Inc. for a Class E Stadium liquor license, subject to hours agreed upon by the Liquor Control and Licensing Branch, Vancouver Police Department and City of Vancouver, for the three-day annual Vancouver Indy event and this application meeting the requirements of the Liquor Control and Licensing Branch regulations.
