APRIL 23, 1996
A Regular Meeting of the Council of the City of Vancouver was held
on Tuesday, April 23, 1996, in the Council Chamber, commencing at
approximately 2:00 p.m.

Council observed a moment of silence to remember those workers

the Minutes to delete the motion by Councillor Puil where it appears at
the top of that page and substitute therefor the following:
THAT Option 1 in condition (f) be approved, and that the
approximate 3% extra density for Area 1B not be approved and
that the density be primarily taken out of the crescent-shaped
building on Beach Crescent, resulting in a building in the
order of three storeys, and out of other buildings along
Pacific Street, as approved in the additional design
development requirements of condition (c).

1. Council Representation of FCM Local
Joint Committee on Community Corrections File: 3253-5
In a memorandum dated April 16, 1996, Mayor Owen referred to the
Joint Committee on Community Corrections which was established in 1993,
as part of a commitment to build safer communities in Canada. The Joint
Committee is a Sub-Committee of the FCM's Standing Committee on
Community Safety and Crime Prevention.
To facilitate ongoing consultation between Community Services
Canada, the National Parole Board and municipal governments, the Joint
Committee has requested each province to establish a local committee on
corrections issues, and that municipal representatives on the local
committee be appointed by their respective Councils.
Mayor Owen recommended that Councillors Bellamy and Kennedy be
appointed to the FCM Local Joint Committee on Community Corrections.

NOTICE OF MOTION
The following Motion was submitted by Councillor Kwan, however,
Notice was called and it was recognized by the Chair:
British Columbia's Commercial Fleet File: 6002
WHEREAS the Federal Minister of Fisheries plan for rationalizing
British Columbia's commercial fleet fails to meet its stated objectives;
WHEREAS the plan, if implemented, would lead to the following
irreversible impacts:
1. A negative impact on conservation, enhancement, protection and
rebuilding of salmon stocks and other fisheries resources;
2. A major negative impact on small operators, job and coastal
communities;
3. Shifts costs to the province (ie. retraining, community
service, social assistance);
4. Sacrifices communities of place and communities of interest
(ie. industry) and therefore sacrifices the stewardship
(enhancement, rehabilitation and management efforts) those
communities offer;
5. Increases capitalization without effectively reducing overall
capacity;
6. Encourages corporate concentration;
7. Makes allocation issues more contentious.
THEREFORE BE IT RESOLVED that Vancouver City Council request the
Federal Minister of Fisheries, Fred Mifflin, to immediately withdraw his
plan for restructuring the fleet;
BE IT FURTHER RESOLVED that Vancouver City Council request the
Federal Minister to institute a new transparent, inclusive process for
planning in partnership to achieve healthy salmon stocks, healthy
habitat, a healthy industry and healthy communities;
BE IT FURTHER RESOLVED that Vancouver City Council requests the
provincial government to intervene to prevent the Department of
Fisheries and Oceans from implementing Mifflin's plan.

ENQUIRIES AND OTHER MATTERS
1. International Noise Awareness Day File: 3755-3
Councillor Kennedy advised that Wednesday, April 24, 1996, is
International Noise Awareness Day and everyone is asked to enjoy a one
minute silence at 2:15 p.m.
2. Panhandling File: 1010
Councillor Kennedy advised she has received calls from the public
and the business community, as well as Crime Prevention Offices,
concerning panhandling in the city. Councillor Kennedy advised there
are several initiatives under way to address panhandling on city
streets, as follows:
- Police, particularly bike patrols, work with Business
Improvement Associations (BIA) and other businesses, to
encourage panhandlers to move frequently. Police are also
dealing with aggressive panhandlers.
- Council recently added $92,500.00 to the Gathering Place
Operating Budget, in part to expand its work with street
youth, some of whom panhandle.
- The City is participating in the Youth Job Bank.
- City staff support outreach services to street youth.
- Staff of the Social Planning and Police Departments, as well
as the Coordinated Community Support Team, played a key role,
with the Gastown and Downtown Vancouver BIAs and the Recovery
Club, in the start up of the Safe Ride Program. Council
provided a $5,000.00 transitional grant to ensure the program
could continue, pending approval of funding by the Central
City Mission, the Vancouver Foundation and the two BIAs.
Busking is another method used to solicit money, and is viewed by
some people as a form of panhandling. The Coordinated Community Support
Team, in consultation with the City departments, the Gastown, Downtown
Vancouver and Robson Street BIAs, is developing guidelines for buskers.
The group is also exploring other initiatives to deal with this problem.
Councillor Kennedy requested the City Clerk to circulate a
memorandum to Council outlining issues related to panhandling,
particularly for those business areas which do not have BIAs.
Furthermore, the memorandum is also to address communications strategy
related to panhandling.
The Mayor so directed.

3. Complaints - Parking Charges File: 5654
Councillor Clarke advised she has received complaints that a
certain parking operator in Vancouver is charging in excess of the
posted rates during special events. Councillor Clarke requested a
report back on the current by-law provisions related to the operation of
parking lots, and the issue of adherence to the posted charges in
relation to fair business practices.
4. Traffic Problems - Tour Buses File: 5762-5
Councillor Chiavario advised that Councillor Price and herself have
been in discussions with the tour bus operators, coordinated by Tourism
Vancouver, concerning traffic and other problems related to tour buses.
5. Proclamation: Youth Week File: 4102-5
Councillor Chiavario noted that April 29 to May 5, 1996 is to be
proclaimed as Youth Week.

the Mayor's Office, and reconvened in open session at 3:50 p.m.

PRESENTATION
Mr. Grant Ainscough, Tree Canada Foundation, presented Mayor Owen
and Park Commissioner Alan Fetherstonhaugh with a cheque in the amount
of $30,000 from the Foundation under its Green Streets Canada Program.
Mr. Ainscough also presented a certificate in recognition of the City's
contribution, dedication and leadership to the promotion and protection
of Canada's urban forests, and to the improvement of the quality of life
for all Canadians.
