SUBJECT: 1021 West Hastings Street - Terminal City Club Inc.
RECOMMENDATION
THAT the Vancouver Liquor Licensing Commission endorse the request
by the Terminal City Club Inc., for a temporary (two year)
relocation of the Class 'E' Concert Hall liquor license to 1021
West Hastings Street.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services RECOMMENDS approval of
the foregoing.
COUNCIL POLICY
Council Policy is that the Vancouver Liquor Licensing Commission will
consider all applications for liquor licenses and deal with liquor
related issues.
PURPOSE
Terminal City Club Inc., is requesting a City Council resolution
endorsing its application for a temporary relocation of their Class 'E'
liquor license to 1021 West Hastings Street.
BACKGROUND
Terminal City Club Inc., has leased the University Club building at 1021
West Hastings Street, and is refurbishing this building as temporary
premises for two years. The existing club at 837 West Hastings Street
will be demolished and the site redeveloped.
The City has issued a Development Permit for the existing site and a
Development and Building Permit for the renovation at 1021 West Hastings
Street. The club plans to open at the temporary location on April 9,
1996.
The applicant was unaware that a liquor license application to the City
was required for this relocation. The Liquor Control and Licensing
Branch has now requested comments from the City of Vancouver stating
that there is no objection to this temporary relocation.
Due to time constraints, the applicant has requested that the Commission
deal with this application as quickly as possible.
DISCUSSION
The Terminal City Club has operated in Vancouver since 1892. There are
no concerns related to residential impacts in this Commercial Downtown
District.
The proposed premises at 1021 West Hastings Street, were occupied by the
University Club until 1987, but have been vacant since that time. The
former club also had a Class 'A' liquor license with a total of 702
seats. The Terminal City Club is proposing 311 licensed seats in the
temporary location, which is significantly less than the 850 approved
seats in the existing club.
While the Commission cannot restrict a liquor license to a temporary
period of time, the club will require a City endorsement for the liquor
license in the new facility. This future endorsement could be
contingent on the cancellation or relocation of the license at the
temporary location.
CONCLUSION
Taking into consideration the temporary nature of this application, the
commercial neighbourhood, the previous liquor license at this location
and this type of low neighbourhood impact facility, the Deputy Chief
License Inspector is recommending approval of this temporary Class 'E'
Concert Hall liquor license at 1021 West Hastings Street.
