SUBJECT: Councillor Puil: Attendance at Seminar on
New Terms of Reference for Municipal Government
RECOMMENDATION
THAT Council authorize Councillor Puil's attendance at the National
Seminar on New Terms of Reference for Municipal Government in Hull,
Quebec at a cost of $580.
CITY MANAGER'S COMMENTS
The City Manager RECOMMENDS approval of the foregoing.
COUNCIL POLICY
Council's Travel Policy, approved July 31, 1992, requires Council
approval for travel within North America.
PURPOSE
This report requests approval for Councillor George Puil to attend a
National Seminar sponsored by FCM, CAMA and IPAC on New Terms of
Reference for Municipal Government in Hull, Quebec, March 5 and 6, 1996.
DISCUSSION
Councillor Puil, as Council's representative on the FCM Board of
Directors, will be attending a meeting of the Board in Ottawa on March
7, 1996. A National Seminar on New Terms of Reference for Municipal
Government will be held immediately preceding the Board of Directors'
meeting. This seminar is sponsored by the Federation of Canadian
Municipalities (FCM), The Canadian Association of Municipal
Administrators (CAMA) and the Institute of Public Administration of
Canada (IPAC). Participants in the seminar will comprise politicians,
deputy ministers, managers and academics. They will explore key issues
confronting municipal governments across Canada as they redefine their
roles and their relationships with provincial/territorial governments.
Over one and a half days, five plenary sessions and six workshops will
explore practical issues and consequences of implementing ideas proposed
in the plenary sessions (see attached agenda).
Councillor Puil's attendance at the FCM Board of Directors' meeting
provides him an opportunity to attend the Seminar at minimal cost to the
City. The topic of the Seminar will be beneficial to the Councillor in
his role as Chair of Council's Standing Committee on City Services &
Budgets and as Council's representative on the FCM Board.
The cost of attendance at the Seminar is estimated at $580. This
includes a registration fee of $295. plus taxes, two nights' hotel
accommodation and per diem. The funds are available in Council's Travel
Account.
