          Decision (minutes) of this meeting.


          1.   Hearing to Review Issuance of Business
               License for 1996 to Welcome Hostel Ltd.,
               404 - 410 Union Street                  

               On  November  16,  1995,  the  Chief  License  Inspector  met  with
          representatives  of  Welcome Hostel  Ltd. and  advised  them it  was his
          opinion  the  premises  are  not  being  properly  managed  and  he  was
          suspending the premises' business license effective 11:59 p.m., November
          30, 1995, until 12:00 midnight December 31, 1995, when the 1995 business
          license  expired.   In the  letter dated  November 16,  1995, which  was
          provided  to the  representatives, the reasons  for the  suspension were
          outlined  as well  as information  concerning the procedure  for appeals
          from license suspensions.

               In  a letter  dated  November 27,  1995,  Mr. Bruce  Redekop,  Kerr
          Mouzourakis  Redekop  & Leinburd,  solicitor  for  Welcome Hostel  Ltd.,
          appealed the said suspension.

               Mr.  Terry  Bland,  Corporation  Counsel will  present  the  City's
          position  in this matter.   Representatives of the  Permits and Licences
          Department and the Vancouver Police Department will also be present.

               Mr. Bruce Redekop will be present to represent Welcome Hostel Ltd.

               Attached is correspondence on  the history of the operation  of the
          premises, including  the letters  noted above,  and various Permits  and
          Licences  inspection  reports and  correspondence and  Police Department
          reports/correspondence.
