RECOMMENDATION
A. THAT Council receive a grant of up to $31,780 from the
Vancouver Foundation for the Girls Health and Wellness
Project.
B. THAT Council disburse the above flow-through funds to the
Vancouver Health Board.

COUNCIL POLICY
City Council has acted as a conduit for similar flow-through health
services funds in the past.
PURPOSE
The purpose of this report is to seek Council's approval to receive a
grant of up to $31,780 from the Vancouver Foundation and disburse these
flow-through funds for the Girls Health and Wellness Project to the
Vancouver Health Board.
BACKGROUND
At the end of 1995, the City received notice from the Vancouver
Foundation that the Vancouver Health Department's application for a
grant to fund the Girls Health and Wellness Project was approved. The
purpose of this project is to prevent eating disorders of adolescent
girls.
The amount of this grant is up to $31,780, to be used toward the salary
of the Community Health Nurse and Consultant fees. Payment will be made
in two equal instalments of $15,890. The first payment will be made
upon notice that a nurse has been hired and is about to begin work.
Authorization of this grant remains in place for a period of three
months from the date of notice and may, unless acted upon within that
time, be cancelled automatically.
The Foundation would appreciate having permanent recognition of this
grant and would be happy to hear the City's recommendations in that
regard. The Foundation further asked that the City provide a press
release which describes the project and the assistance the Foundation
has been able to provide.
DISCUSSION

Under previous conditions, the Medial Health Officer would have sought
Council's approval to receive this grant and to allocate the funds to
the Vancouver Health Department for administration. However, this
notice came at the time when the Vancouver Health Department was in the
process of being transferred to the Vancouver Health Board. In the
future, all grants will flow directly through the Health Board.
Instead of asking the Vancouver Foundation to cancel this grant and
start the approval process all over again, it would be appropriate for
Council to treat this as a transition matter, accept the grant and flow
through the funds to the Vancouver Health Board.
FINANCIAL IMPLICATIONS
Funding for this project is provided by the Vancouver Foundation.
Approval of this report will not result in a net cost to the City.
CONCLUSIONS
Notice of this grant came during a transition period. Council should
treat this grant as a transition funding matter and approve the
recommendations contained in this report.
