SUBJECT: Elimination of Personnel Regulations
RECOMMENDATION
THAT Council authorize the elimination of the Personnel
Regulations as set out in Appendix A of this report.
COUNCIL POLICY
Over the years, Council approved regulations to govern decisions on
personnel matters of an administrative nature.
PURPOSE
This report seeks Council's approval to eliminate these regulations.
BACKGROUND
From the late 1930s through the early 1980s, Council was asked to
approve regulations which outlined administrative procedures for many
personnel matters, including matters covered in collective agreements
and provincial legislation. Over the years, procedural changes were
necessary an in some cases Council was asked to approve the changes.
In other cases, the regulation remained unchanged but was superseded by
either the provincial labour laws or collective agreements.
DISCUSSION
With provincial employment and labour law legislation, and with the
contents of various collective agreements, the majority of the current
personnel regulations are obsolete. Others are operating procedures
internal to the Human Resource Services group which are no longer
appropriate. Still others have been superseded by administrative
policy.
In addition, it is inconsistent with our desire for a customer-focused
and value-driven organization to have "regulations" which specify a
prescriptive approach to people-management matters. Much of what is
needed in order to streamline the internal bureaucracy is to establish
policy and some guidelines, but to let people make decisions that fit
the context.PERSONNEL IMPLICATIONS
The elimination of the regulations may discomfort some supervisors and
managers as they have relied upon the "rules" to govern their
relationship with their staff. On the other hand, most individuals
would welcome the elimination of the regulations as it would
demonstrate the City's desire to eliminate unnecessary administration.
A copy of this report has been distributed to all civic unions and
employee group representatives.
