SUBJECT: Amendments to Vancouver Heritage Register
RECOMMENDATIONS
A. THAT the Vancouver Heritage Register, dated August 1986, be
amended to add 906 West 19th Avenue, 1875 Tolmie Street, and
3876 Southwest Marine Drive.
B. THAT 3890 Cypress Street not be deleted from the Vancouver
Heritage Register.

COUNCIL POLICY
On September 23, 1986, Council resolved that the Heritage Register
(formerly the Vancouver Heritage Inventory) be kept up to date and that
amendments be referred to Council on an annual basis.
PURPOSE
This report recommends that Council amend the Vancouver Heritage
Register by adding buildings that have been nominated by the public.
Also recommended is that the building at 3890 Cypress Street not be
deleted from the Register.
BACKGROUND
The Vancouver Heritage Register was adopted by Council in August 1986.
Council last amended the Register on May 18, 1995. Since the last
amendment a number of public nominations have been received from
building owners requesting that their buildings be added to the Heritage
Register. There has also been a request for deletion of one building
listed on the Register.

DISCUSSION
906 West 19th Avenue
This building is the former one-room school house that was located at
599 West 19th Avenue. The house was relocated to this site on October
16, 1995. The new owners have requested that the building be added to
the Heritage Register and have submitted a development application for
approval of the building as an infill dwelling. Adding the building to
the Register will allow for future consideration of relaxations to the
Zoning and Development By-law and facilitate the retention of the
building.
An evaluation of the heritage merit of the building has been completed
by staff and was reviewed by the Heritage Commission on September 11,
1995. The building is considered to have sufficient heritage merit to
be included in the "B" evaluation category, primarily for its historical
value.
1875 Tolmie Street
The owners of this house have nominated the building for inclusion on
the Heritage Register. The house is a very good example of the
Craftsman style and features many unique design elements. An
application to subdivide the site was previously refused by the
Approving Officer. This refusal was unsuccessfully appealed to the
Supreme Court of B.C.
The owners have retained an architect who has prepared a number of
schemes that include retention and relocation of the house and
construction of a new infill dwelling on the site. Adding the building
to the Register would make it eligible for heritage incentives that
could assist in its retention.
An evaluation of the heritage merit of the building has been completed
by staff and was reviewed by the Heritage Commission on October 2, 1995.
The building is considered to have sufficient heritage merit to be
included in the "A" evaluation category.
3876 Southwest Marine Drive
The owners of this property are seeking to list their house on the
Register so that the house can be retained as part of a proposal to
develop the rear of the site with an infill dwelling. Built in 1913 the
building is one of the oldest in the south west sector of Vancouver.
The building is a good example of the Pioneer style. Listing the
building on the Register would make it eligible for a retention scheme.
An evaluation of the building's heritage significance has been completed
by Planning staff and was reviewed by the Heritage Commission on October
2, 1995. The building is considered to be of sufficient heritage merit
to be included in the "B" evaluation category.

3890 Cypress Street
This house, built in 1914 and in the Craftsman style, is listed in the
"A" evaluation category on the Heritage Register. It is located in
First Shaughnessy. The owners of this building have requested that the
building be removed from the Register. Their appeal is based on the
fact that a number of original features have been replaced and/or
altered. Planning staff have met with the owners, have reviewed the
alterations to the building and do not support deletion of the building
as the modifications do not detract from the building's heritage
character. In fact, some of the changes serve to further enhance its
character.
The Heritage Commission reviewed this request on October 2, 1995 and did
not support the request for deletion.
CONCLUSION
A number of buildings have been nominated for inclusion on the Heritage
Register by their owners and one building's owners have requested that a
building be deleted. These requests have been reviewed by Planning
staff and the Vancouver Heritage Commission. This report recommends
that the Vancouver Heritage Register be amended to add 906 West 19th
Avenue, 1875 Tolmie Street, and 3876 Southwest Marine Drive, and that
the request for deletion of 3890 Cypress Street from the Register not be
supported.
