RECOMMENDATION
A. THAT Council approve a Partners in Organizational
Development grant of $15,000 to the United Way of the Lower
Mainland for subsequent distribution to nine community
service organizations in the amounts listed in Appendix IA
of this report; source of funds to be the 1995 Community
Service Grants budget.
B. THAT Council approve a Partners in Organizational
Development grant of $15,000 to the United Way of the Lower
Mainland for subsequent distribution to thirteen cultural
organizations in the amounts listed in Appendix IIA of this
report; source of funds to be the 1995 Cultural Grants
budget.

COUNCIL POLICY
Approval of grant recommendations requires eight affirmative votes.
PURPOSE
This report recommends approval of the City's contribution to the
Partners in Organizational Development (POD) program for nine
community service agencies and thirteen cultural organizations based
in Vancouver.
BACKGROUND
On January 31, 1995, Council approved alocation of $15,000 in the 1995
Cultural Grants budget for the cultural component of POD and $15,000
in the 1995 Community Services Grants budget for the community service
component of the POD program.
The Partners in Organizational Development program initiated in 1989
as a jointly funded partnership of the Vancouver Foundation, United
Way, Secretary of State and City of Vancouver to help non-profit
groups deal with common organizational problems and thus to function
more effectively. The program provides grants of up to $5,000.
In 1993, an independent evaluation of the program indicated that it
was meeting real needs in the community, that it should be continued,
and that other funding partners should be found so that the program
could assist more organizations.
In addition to funding the various organizational development
activities which the program has always supported (identified as the
"Organizational Development Stream"), POD also includes the "Access
Stream" category to help non-profit organizations become more
inclusive and responsive to community diversity.
To reduce costs and red tape, the United Way has always handled the
administration of the POD program, co-ordinating mailing lists,
distributing applications to the other funders, and mailing out one
cheque to each successful applicant.
POD grants are reviewed by a committee of staff representing each
funder. Proposals are assessed on the basis of eligible activities
and costs, documented need, clear activity plan and long-term benefits
to the organization as a whole. A copy of the 1995 POD brochure,
describing the program including eligibility and evaluation criteria,
is attached as Appendix III.
A total of 145 applications to the program as a whole were received
for 1995. This represents a decrease of 64 over last year. Due to
changes in priorities and resources, the Department of Canadian
Heritage and Provincial Ministry of Health did not participate in the
POD program this year, resulting in a moderate decline from last
year's total of $207,300 to $195,000 available this year. Vancouver
funds are allocated only to Vancouver-based organizations, while the
other funders contribute both to Vancouver groups and non-Vancouver
groups. For 1995, contributions are as follows:

DISCUSSION
Community Services Recommendations
This year, the POD program received 99 applications from community
services groups. Out of these 99 applications, 26 were from Vancouver
groups, 27 from Lower Mainland groups, 41 from province-wide groups or
groups located outside the Lower Mainland, and 23 were in the new
Access category.
Grants recommended to 9 Vancouver community services groups are listed
in Appendix IA, together with the City's contribution. The 14
Vancouver community services groups not recommended for a grant are
listed in Appendix IB.
Although only 9 Vancouver Community services groups are recommended
for grants in Appendix I, some additional groups which serve Vancouver
residents were supported by other POD funders, through the Access
Stream category. These agencies included Frog Hollow Neighbourhood
House, Pacific Immigrant Resources Society, Cythera Transition House
Society, Information Services Vancouver, Kensington Community Centre
Association, Strathcona Community Centre Association, Van Dusen
Botanical Gardens Association.
The participation of Provincial and Hastings Institute funding
partners in this year's grants has made it possible to spread the
benefits of the program to more Vancouver groups, as well as reaching
more groups elsewhere in the province.
Cultural Grant Recommendations
The $40,000 Cultural component of the POD program is funded by $15,000
from the City and $25,000 from the Vancouver Foundation. The City
contributes only to Vancouver groups while the Vancouver Foundation
funds both Vancouver and province-wide organizations.
Cultural organizations submitted 23 applications to the Organizational
Development category of POD: 15 requests totalling $65,690 from
Vancouver groups and 8 requests totalling $30,700 from groups located
outside Vancouver or having a province-wide mandate.
Appendix IIA lists grant recommendations to 13 Vancouver cultural
groups, together with the City's contribution. Appendix IIB indicates
the two Vancouver groups not recommended for grants.
