SUBJECT: 801 West Georgia Street - Hotel Georgia
Class 'A' Lounge - Increase in Seating Capacity
CONSIDERATION
A. THAT the Vancouver Liquor Licensing Commission endorse the
application by Burrard International Holdings Inc., to
increase the seating capacity by 43 seats in a Class 'A'
Lounge at 801 West Georgia Street, having considered the
support of residents and business operators of the community,
as determined by neighbourhood notification;
or
B. THAT the Vancouver Liquor Licensing Commission advise the
Liquor Control and Licensing Branch it does not support the
request by Burrard International Holdings Inc., for an
increase in seating capacity by 43 seats in a Class 'A' Lounge
at 801 West Georgia Street, having considered community
opinion, as determined by neighbourhood notification.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services submits the choice of A
or B for CONSIDERATION.
COUNCIL POLICY
Council Policy requires that amendments to an existing liquor license be
processed in the same manner as a new liquor license application, except
that a referendum is not required to amend an existing Class 'A' license
for a full service hotel located within the downtown core.
PURPOSE
Burrard International Holdings Inc., (doing business as the Hotel
Georgia) are requesting a City Council resolution endorsing their
application for an increase in seating capacity from 182 to 225 in area
2 in one of the Class 'A' Lounges at 801 West Georgia Street.
BACKGROUND
The Hotel Georgia is licensed for two Class 'A' Lounges; one with
seating for 40 people, the other with total seating for 302, broken down
into 120 in area 1 and 182 in area two. This request is for an increase
of 43 seats in area two to 225 seats.
The applicants point out that they are intending to carry out
renovations in this area of the hotel, and would like to adjust seating
capacity to allow maximum use of the available space. The hours of
operation would stay the same (11:30 a.m. to 1:30 a.m. Monday to
Saturday and 11:00 a.m. to midnight on Sunday), and the full menu food
service would also continue to be available.
The subject premises are located in the D.D. zoning district and the
surrounding area is a mixture of retail, offices and hotels. The
Vancouver Art Gallery, Pacific Centre Mall, Delta Place Hotel, Four
Seasons Hotel and the Hotel Vancouver are located within a one block
radius of this site (Appendix A).
Located in the survey area are one Class 'A' Pub (177 seats), four Class
'C' Cabarets (510 seats), 14 Class 'A' Lounges (2310 seats) and 53
licensed restaurants. The closest liquor store is located at 1120
Alberni Street.
COMMENTS
The Police Department has no objection to this application.
The Environmental Health Division has no concerns with this application.
The Planning Department has no additional comments.
The Social Planning Department has no comment.
CONCLUSION
Class 'A' Lounges in full service tourist hotels usually have minimal
impact on the surrounding area. This application is supported by staff,
subject to the results of the neighbourhood notification.
