Committee.

Adoption of Minutes
The Minutes of the Standing Committee on City Services & Budgets
meeting of July 13, 1995, were adopted.
RECOMMENDATION
1. 1995 Childcare Grants Allocation File: 2202
Report 2 of 3
The Committee had before it an Administrative Report dated July
7, 1995 (on file), in which the Director of Social Planning recom-
mended approval of the following Childcare Grants: 27 Program
Enhancement grants, totalling $181,310; 16 Inner-City Childcare
Sustaining grants, totalling $138,360; and 2 Childcare Research
grants, totalling $4,000. Source of funds for the grants is the 1995
Childcare Grants funds, 1995 Operating Budget.

The following motions by Councillor Chiavario were put and
CARRIED. The Committee, therefore,
RECOMMENDED
A. THAT Council approve 27 Childcare Program Enhancement
Grants totalling $181,310 as listed in Appendix I of
the Administrative Report dated July 7, 1995; source
of funds to be the 1995 Childcare Grants Funds, 1995
Operating Budget.
B. THAT Council approve 16 Inner-city Childcare
Sustaining Grants totalling $138,360 as listed in
Appendix I of the Administrative Report dated July 7,
1995; source of funds to be the 1995 Childcare Grants
Funds, 1995 Operating Budget.
C. THAT Council approve two Childcare Research Grants
totalling $4,000 as noted in the Administrative Report
dated July 7, 1995, and Appendix II of the report;
source of funds to be the 1995 Childcare Grants Funds,
1995 Operating Budget.
2. Childcare Capital Grant for Expansion File: 2401-2
of Licensed Pre-teen Childcare Program
at Britannia Community Centre
The Committee had before it an Administrative Report dated July
6, 1995 (on file), in which the Director of Social Planning recom-
mended approval of a capital grant of up to $20,000 to the Britannia
Community Services Association to pay for renovations to an existing
space within Britannia Community Centre for the development of a
licensed school-aged program for 25 pre-teens. The source of funds
is the City-owned Social Services Facilities Childcare Component of
the 1995 Capital Budget.
Ms. Penny Coates, Childcare Coordinator, was present to answer
questions.

The following motion by Councillor Chiavario was put and
CARRIED. The Committee, therefore,
RECOMMENDED
THAT Council approve a grant of up to $20,000 to the
Britannia Community Services Association to pay for
renovations required to expand its licensed school-aged
childcare program by 25 spaces for 10-12 year olds. Source
of funds: City-owned Social Services Facilities Childcare
Component, 1995 Capital Budget.
3. Grant - File: 2203
Y.W.C.A. Vancouver Housing Registry
The Committee had before it an Administrative Report dated July
7, 1995 (on file), in which the Manager of the Housing Centre
recommended approval of a request from the YWCA Vancouver Housing
Registry for a 1995 grant of $126,622 for the operation of the
Registry. The request represents a 3% increase over the 1994 grant
level. Source of funds will be the 1995 'Other' Grants Budget.
Ms. Judy Graves, Co-ordinator, Tenant Assistance Program, was
present to answer questions.
The following motion by Councillor Chiavario was put and
CARRIED. The Committee, therefore,
RECOMMENDED
THAT Council approve a 1995 grant of $126,622 for operation
of the YWCA Vancouver Housing Registry, representing a 3%
increase over the 1994 grant level; source of funds to be
1995 'Other' Grants Budget.
4. Grants Equal to Theatre Rent: File: 2055-2
1995/96 Season
The Committee had before it an Administrative Report dated July
18, 1995 (on file), in which the Director of Cultural Affairs and
Comptroller of Budgets & Research recommended approval of a new
process for providing seasonal Civic Theatre

rental grants, including new base level allocations, based on
consultations with affected groups. The Director of Cultural Affairs
and Comptroller of Budgets & Research also recommended rental grants
totalling $539,895 to 10 organizations for uses of the Civic Theatres
in Fall 1995, and approval in principle, subject to the 1996 Operat-
ing Budget Review process, of rental grants of $947,175 to 12
organizations for uses of the Civic Theatres in Spring 1996.
Ms. Alice Niwinski, Cultural Planner, was present to answer
questions.
The following motions by Councillor Chiavario were put and
CARRIED. The Committee, therefore,
RECOMMENDED
A. THAT Council approve the new process outlined in the
Administrative Report dated July 18, 1995; to provide
for seasonally based (Fall/ Spring) Grants Equal to
Theatre Rent.
B. THAT Council approve revised base level uses of the
Civic Theatres to 12 organizations as detailed in
Table 1 of the Administrative Report dated July 18,
1995.
C. THAT Council approve rental grants totalling $539,895
to 10 organizations for uses of the Civic Theatres in
Fall 1995, as listed in Table 2 of the Administrative
Report dated July 18, 1995; sources of funds to be
$516,400 from the 1995 Cultural Grant Equal to Theatre
Rent budget, and $23,495 from Contingency Reserve.
D. THAT Council approve, in principle, and subject to the
1996 Operating Budget Review process, rental grants
totalling $947,175 to 12 organi-zations for uses of
the Civic Theatres in Spring 1996, as listed in Table
2 of the Administrative Report dated July 18, 1995.
