     SUBJECT:  Fee-Based Information Service




     RECOMMENDATION

          THAT  Council allocate  $100,000  from  the Service  Improve-ment
          Reserve  for a  fee-based  information service  at the  Vancouver
          Public Library.


     COUNCIL POLICY

     City Council approved  the Service Improvement Reserve at  its meeting
     of  May 18,  1995.   City Council  approval is  required  for specific
     projects.



     SUMMARY

     The  Corporate Management  Team is  recommending approval  of $100,000
     from  the Service Improvement Reserve to implement a fee-based service
     at the Vancouver Public Library.  An executive summary of the proposal
     and the full report are  attached.  The Corporate Management  Team has
     recommended  reports at six-month  intervals to  review targets.   The
     Library has agreed that the project will be reviewed within a two-year
     period to determine ongoing viability.
