A Regular Meeting of the Council of the City of Vancouver was held
on Tuesday, July 18, 1995, in the Council Chamber, commencing at
approximately 2:00 p.m.

Facility - Award of Contract for
Consulting Engineering Services
Before Council was an Administrative Report dated June 21, 1995,
in which the Manager of Facilities Development and the General Manager
of Corporate Services recommended that a consulting engineering
contract be awarded to PBK Engineering Ltd., to design a drill tower
and draft pit for the Vancouver Fire and Rescue Services Training
Facility at 1353 Chess Street.

This report had been deferred by Council at its meeting on July
11, 1995, pending receipt of additional information concerning the
availability of other drill towers in the region, the total cost for
all phases of developing the Fire and Rescue Services Training Facility
in Vancouver and the rationale for recommending acceptance of a
proposal from other than the low bidder.
Accordingly, Council also had before it a memorandum dated July
12, 1995, from Mr. Clyde Hosein, Manager of Facilities Development,
responding to the foregoing questions.

THAT the Contract for Consulting Engineering Services for the

In an Administrative Report dated July 4, 1995, the General
Managers of Community Services, Corporate Services and Engineering
Services recommended the City construct and maintain a ferry dock at
the southeast corner of False Creek. During discussion of the report,
a member of Council expressed concern regarding a boating accident
which had occurred in False Creek on July 14, and the lack of boating
regulation in the area.

Additional Community of Interest Health Advisory
Committee for the Gay and Lesbian Community File No. 3055-4
(Clause 1)
In its report dated July 4, 1995, the Special Advisory Committee
on Cultural Communities provided information concerning the Health
Advisory Committees to the Vancouver Health Board, and raised a concern
that there is not a Health Advisory Committee established specifically
to address issues related to the gay and lesbian community.
Therefore, the Cultural Communities Committee submitted the
following recommendation:
THAT Vancouver City Council urge the Ministry of Health to
add a Community of Interest Health Advisory Committee for
lesbians, gays, bisexuals and transgendered people to the
Vancouver Regional Health Board.
The City Manager commented in the report that Vancouver City
Council has declined to accept appointments to the Regional Health
Board and, therefore, Council may not wish to advise the Board on how
it structures its representation from many communities of interest.
Therefore, the City Manager submitted the following alternate
recommendation:
THAT Vancouver City Council submit the concerns of the
Special Advisory Committee on Cultural Communities, by way of
this report, for consideration by the Ministry of Health.
Reverend Tim Stevenson, a member of the Cultural Communities
Committee, spoke to the report and encouraged Council to approve the
Committee's recommendation as contained in the report. Reverend
Stevenson advised the Committee has concerns regarding the alternative
recommendation submitted by the City Manager as it does not carry the
same weight as a direct representation from Vancouver City Council.

1. The City of Vancouver is the owner of all the streets and
lanes lying within the limits of the City of Vancouver;
2. In November 1964, Lot B, Block 404, District Lot 526, was
created by the deposit of a subdivision plan in the Vancouver
Land Title Office, registered as Plan 11839;
3. Plan 11839 dedicated a 5.182 metre wide portion of the west
side of Arbutus Street, south of 12th Avenue adjacent to Lot
B, Block 404, District Lot 526, Plan 11839;

4. A 2.134 metre wide portion of the west side of Arbutus
Street, dedicated by the deposit of Plan 11839 is no longer
required for road purposes;

2.134 metre wide portion of the west side of Arbutus Street;
6. The proposal requires the closure of the said 2.134 metre
wide portion of the west side of Arbutus Street adjacent to
Lot B, Block 404, District Lot 526, Plan 11839;
THEREFORE BE IT RESOLVED THAT all that portion of road dedicated
by the deposit of Plan 11839 on the west side of Arbutus Street, south
of 12th Avenue adjacent to Lot B, Block 404, District Lot 526, Plan
11839, Group One, New Westminster District, lying westerly of a line
drawn parallel to, and 2.134 metres perpendicularly distant easterly
from the easterly limit of said Lot B, and extending from the
productions easterly of the northerly and southerly limits of said Lot
B, the same as shown heavy outlined on the plan prepared by Michael G.
Thomson, B.C.L.S., dated July 11, 1995, and marginally numbered LE
15647, be closed, stopped up and conveyed to the abutting owner; and
BE IT FURTHER RESOLVED THAT the said portion of road so closed be
consolidated with the abutting said Lot B.

Farmers' Market in the Croatian File No. 5101-2
Cultural Centre Parking Lot

THAT Council instruct the Planning Department and Permits &
Licenses Department to withhold enforcement on a farmers' market in the
Croatian Cultural Centre parking lot for the summer and fall seasons
between July 29, 1995 to October 7, 1995, pending an evaluation of its
success;
FURTHER THAT staff report back after the season on any problems
that have arisen, additional action the City might take and how the
City might legitimize such an operation in the long term.

ENQUIRIES AND OTHER MATTERS
Federal Funding - CAPC File No. 111-2
Councillor Chiavario expressed concern that the Federal
Government has reduced the funding
available to British Columbia in the
coming year for the Community Action Plan
for Children Program. It is also
expected that the funding for this
program in the subsequent two or three
years will also be significantly reduced,
although there has been no formal
confirmation of this from Ottawa. There
is concern in the community regarding the
lack of process for effecting this
reduction and community groups have not
been kept informed.

Federal Funding - CAPC (cont'd)
Councillor Chiavario noted Dr. Elizabeth
Whynot, Vancouver Health Department, has
been following this issue very closely
and communicated the City's concerns to
the Federal Government. Councillor
Chiavario requested the Mayor, on behalf
of Council, also send a letter of concern
to the Federal Government on this issue.
The Mayor undertook to do so.
Health Capital Financing File No. 4106
Councillor Kennedy provided an update concerning a recent
meeting of the GVRHD Regional Health
Committee. Councillor Kennedy advised
that five of the six Regional Health
Boards in the Lower Mainland are
agreeable to the GVRHD continuing as the
capital financing body for the region,
subject to an evaluation after three
years. At the same time, however, the
Regional Health Boards want
representation on the GVRHD Regional
Health Committee, which is not
acceptable. The South Fraser Valley
Regional Health Board is not amenable to
this proposal, but rather has suggested
that a joint committee be established to
facilitate the transfer of the GVRHD
role, responsibilities and functions to
the Regional Health Boards within three
years, together with the taxing
authority. The GVRHD Regional Health
Committee does not support the latter
proposal.
To date, there has been no formal
confirmation received from the Province
concerning a proposal that the GVRHD
continue in its role as the capital
financing body for the region.
ENQUIRIES AND OTHER MATTERS (CONT'D)
Noise Complaint File No. 3755-2
Councillor Kwan advised she has received calls from
residents complaining of street work in
the area of Powell and Columbia,
commencing at 6:00 a.m. on Saturday, July
15. Councillor Kwan enquired whether any
exemption under the Noise By-law had been
issued for this work.
Mayor Owen undertook to follow up on this
matter.
CIVIC RECOGNITION
Council gave special recognition to Ms. Joyce Preston, who
recently resigned her position as Director of Social Planning for the
City, following her appointment as Child, Youth and Family Advocate for
the Province of British Columbia.
Council thanked Ms. Preston for her contributions during the past
five and a half years, and wished her every success as she continues
this very important work in ensuring the rights of children, youth and
their families are protected and advanced.
