SUBJECT: Cultural Grant Requests -
Project and Incentive Categories
RECOMMENDATION
A. THAT Council transfer the remaining $255 in the Operating
Grants category to the Project Grants category of the 1995
Cultural Grants budget, bringing the balance in the Project
Grants category to $15,555.
B. THAT Council approve the following two Project Grants:
A.T. Eight Artropolis Society $5,000
Vancouver Holocaust Centre Society $2,000
Total $7,000;
source of funds to be the Project Grants category of the 1995
Cultural Grants budget.
C. THAT Council approve an Organizational Development grant of
$4,000 to the Vancouver Cultural Alliance Society; source of
funds to be the Incentive Grants category of the 1995
Cultural Grants budget.
Approval of A, B and C will leave no unallocated balance in the
Operating Grant category, an unallocated balance of $8,555 in the
Project Grants category, and a balance of $21,000 in the
Organizational Development component of the Incentive Grants category.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services submits A, B and C for
CONSIDERATION.
COUNCIL POLICY
On January 31,1995, City Council approved the allocation of $55,000 in
the Cultural Grants Budget for Project Grants and $25,000 for the
Organizational Development component of the Incentives Grant category.
Approval of grant recommendations requires eight affirmative votes.
PURPOSE
This report makes recommendations on two requests for Project grants
and one request for an Organizational development grant.

BACKGROUND
The City provides Project grants to assist new and developing cultural
organizations as well as special projects. On those occasions where
funds are available after completion of the grant review process each
spring, the City will consider fund-ing requests which were still in
the development stage prior to the regular application deadline in
December.
Council approved the sum of $25,000 for organizational develop-ment to
assist cultural organizations to undertake long-range planning, to
obtain expertise, to upgrade administrative staff skills, and to
engage in joint marketing initiatives.
Of the $25,000 designated for organizational development, Council has
approved allocation of $15,000 to the Partners in Organizational
Development program. This leaves $10,000 for other organizational
development initiatives.
DISCUSSION
A.T. Eight Artropolis Society
A grant in the Project Category of $5,000 is recommended to the
Society, which holds a major exhibition of local contemporary arts
every three years. The 1993 exhibition was held in the former
Woodward's Building.
A grant at this time would assist the Society in the proper
development of this major visual arts event by providing for selection
of a curatorial strategy and the engaging of curators, devising and
distributing a call to artists, identification of exhibition
facilities and meeting the related code and occupancy permit issues,
and administrative support.
The Artropolis exhibition is scheduled for October 1996.
Vancouver Holocaust Centre Society
A grant in the Project Category of $2,000 is recommended to the
Vancouver Holocaust Centre Society toward the cost of local
professional performers in a concert featuring a Canadian composition
celebrating the work of Primo Levi, an Italian author, philosopher and
holocaust survivor. The concert results from a collaboration between
the Vancouver Holocaust Centre and the Italian Cultural Centre.
Vancouver Cultural Alliance
A grant from the Organizational Development Category of $4,000 is
recommended to the Vancouver Cultural Alliance Society (VCA). The
grant is to establish an Internet site at the VCA which would list the
programs and services of the approximately 150 members of the
Alliance. Such a listing is expected to facilitate linkages between
these individuals and organizations and their audiences, customers,
and other arts organizations locally and nationally. Training
workshops and written support materials will be provided to enable its
members to take full advantage of the new information technology.
It is anticipated that this linkage will be a valuable and continuing
information service, and in the future, this service will position
local arts organizations to offer their customers on-line ticket
purchasing.
