             Supply of 100-Foot Aerial Pumper Fire Truck


   RECOMMENDATION

        THAT Council  accept  the  low  bid  to  meet  specifications  from
        Anderson's   Engineering   for   one   (1)   Simon-Duplex   D9400MS
        chassis/Smeal  105-foot aerial  ladder/Anderson's pumper  body fire
        truck  at a total cost of $757,138 ($764,438 each, less $17,094 for
        Smeal brand ladder, plus  $866 for high torque diesel  engine, plus
        $7,200  for anti-lock  braking  system, plus  $475  for front  disc
        brakes,  plus $688  for  two level  sensors,  plus $450  for  self-
        cleaning aluminum walkway, plus $545 for "Engine Minder" protection
        system,  plus  no  charge  for  maintenance-free  batteries,  plant
        inspections  of  fabrication,  and   initial  training),  plus  the
        Provincial  Sales  Tax, the  7% Goods  and  Services Tax  (less any
        municipal rebate received)  and the Provincial Environmental  Levy,
        subject  to  a  contract  satisfactory  to  the Director  of  Legal
        Services.


   COUNCIL POLICY

   The policy  of  Council  is  to award  contracts  for  the  purchase  of
   equipment,  supplies and services that will give the highest value based
   on quality, service and price, except where an allowance of a maximum of
   5% is given to those bidders whose tender reflects local content.

   Contracts with a value over $200,000 are referred to Council for award.


   DISCUSSION

   Tenders for the above  were opened on May 24, 1995,  and referred to the
   General Manager of Engineering  Services, the General Manager of  Fire &
   Rescue Services and the City Purchasing Agent for report.   
   The Provincial  Sales Tax,  the  7% Goods  and  Services Tax  (less  any
   municipal rebate  received) and the Provincial Environmental Levy are in
   addition to  all pricing shown in this report  and in the tabulation.  A
   copy of the tabulation of bids is on file in the City Purchasing Agent's
   office.  Funds of $1,300,000 for fire truck purchases are  provided from
   the Fire Department's 1994 Operating Budget.

   This tender  called for  prices for  one or  two 100-foot  aerial ladder
   pumper  fire  trucks  on  fully enclosed,  split-tilt,  custom  chassis.
   Tender documents were sent to eight firms and the  tender was advertised
   in two local  newspapers.  In addition, the  tender opening was extended
   for 16 days to accommodate the request of one of the firms, but they did
   not bid.

   One firm  submitted three  bids meeting our  specifications with  single

   unit pricing  of $747,344,  $748,483, and $764,438,  respectively.   The
   pricing range is consistent with those for this type of specialty truck.

   The low bid meets specifications and is acceptable.

   We  are, therefore,  recommending acceptance  of the lowest  bid meeting
   specifications  from Anderson's  Engineering  for  one (1)  Simon-Duplex
   D9400MS chassis/Smeal 105-foot aerial ladder/Anderson's pumper body fire
   truck.
